Sanborn visited the Omega, Oklahoma area where multiple oil and gas facilities are located to conduct a creek survey located at latitude 35.855377 and longitude -98.206898 on 12/04/2019 for an unannounced inspection. There were no representatives of any companies present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION A creek survey of the area of concern was conducted around known purging of brine fluids from the ground near Omega, Oklahoma. EPA was in contact with the Oklahoma Corporation Commission related to this inspection. Section II - OBSERVATIONS I conducted a creek survey within the Omega, Oklahoma area near identified purging of produced water has occurred. I conducted the creek survey with a calibrated YSI Pro 30 conductivity meter and measured Total Dissolved Solids (TDS) within the streams in the area. I observed produced water, or brine, seeping out of the ground at 172,000 milligrams per liter (mg/L) TDS at the time of the inspection. The brine flowed from the point of the purge to a lined pit along the country road in the area of the Kerr 19-2 well. I did not observe any additional seeps in the area at the time of the inspection. From the purge location, I surveyed the flowing creeks within an approximate 2-3 miles radius and measured TDS in each stream accessible. TDS was measured from the streams in the identified area and varying levels of TDS were measured with the highest value observed at 2,700 mg/L. There was no surface run off to nearby creeks from the purge at the time of the inspection, but past flow paths were unknown. Section III - AREAS OF CONCERN An ongoing purge of fluids, including produced water are occurring within the area where the creek survey was conducted, and the purge rate has increased according to state representatives. EPA and the state continue to assess potential sources and avenues for the source of the produced water. Section IV - FOLLOW UP EPA will conduct a follow up inspection as needed.
