Hamilton bcc: Jay Hughes Date: April 11, 1986 Subject: North Bergen Warehouse Insulation The dry storage warehouse (Bldg. #10) in North Bergen was insulated at some point.prior to our acquisition of the facility in 1962 with a product which contains mineral wool and chrysotile asbestos (RFTS #68934, 4/9/85). The corrugated metal building is sprayed on the underside of the roof and on the peaked wall areas at both ends of the building. The east wall and about twenty feet of the west wall are sprayed to a level 4V ft. down from the top of the wall. The material is about 3/4" thick. The material is soft and fibrous which makes it very susceptible to damage. The material has been damaged by fork truck activities in the past. Material can fall to the floor and be spread around the warehouse on the fork truck tires without the operator being aware of it. A hot air distribution system hangs in the peaked area under the roof. Make-up air is drawn from inside the building at the base of one of the sprayed walls. Air movement in the area is substantial. Due to the damage and the material's .highly friable nature, removal seems to be the most viable alternative. Unlike cementitious products (e.g. Monokote) which can be dealt with by observation and maintenance programs or repair, this highly fibrous product should be removed if air monitoring shows elevated levels of fibers. Approximate square footage of sprayed area is 5.2m. Estimated cost of removal is $10/square foot (J. S. Hamilton). This item appears in the capital budget as #1282, Insulate Warehouse. It was budgeted in 1985 at S15M ($12M Aft. Prob.) and S15M in 1986 (S7M Aft. Prob.). One employee, who handles shipping and receiving of BP membrane materials, has his office in the warehouse. Ninety-five percent of the warehouse area is used for the storage of BP materials. ^ R000845 * 00109092 The steps to take in handling the project are as follows: 1. Sample and analyze the material to quantify the components. 2. Conduct appropriate air sampling. 3. Obtain estimates from properly licensed and insured asbestos removal firms. 4. Write ASO/RCA as dictated by estimates. 5. Schedule removal as required to minimize exposure to employees. 6. Re-insulate with Approved Sprayed Insulation.
