Mr. Scott Carter represented the facility at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. This facility was last inspected by Inspector Kerri McCabe on 12/03/2025 under the Brine Program. FACILITY DESCRIPTION EPA conducted a follow-up inspection on the LBOC, LLC / Baker Sand Unit Tank Battery, which contains five (5) storage tanks in operation and two (2) new storage tanks onsite to replace old tanks (not in use). For additional GPS location and photo metadata, see Appendix 1. I observed a valve at one of the tanks that had been repaired, see Photo No. 5. I observed the gun barrel tank with exterior corrosion to the sides and bottom of the tank, see Photos No. 6 and No. 7. I observed the drainpipe for secondary containment that had been replaced since the 12/03/2025 inspection, see Photo No. 8. I observed overhead piping that did not have support/bracing, see Photo No. 9. I observed a tank plated (i.e. with the manway removed) in preparation for permanent closure, see Photo No. 10. Section III - AREAS OF CONCERN EPA Region 6 inspectors Kerri McCabe, Uma Lad, and Tom McKay held a closing conference with Mr. Scott Carter with LBOC, LLC after the inspection. Areas of concern under the SPCC rule at the time of the inspection include the following: Exterior and bottom corrosion of the gun barrel tank, 40 CFR 112.9(c)(1) (Photos No. 6 and No. 7), and Overhead pipes without support/bracing, 40 CFR 112.9(d)(1) (Photo No. 9).
