I am enclosing herewith notes on the incidents leading to the poisoning of two men in Dahlgren, Virginia. It is to be remembered before assuming , that the Navy will accept the responsibility for these particular incidents that Ethyl Fluid Is also to be found at Pontico* the Marine base not far from Dahlgren, as well as at the Army post in Virginia.
