We have found areas that were partially blocked with dust buildup and areas where someone had . changed adjustments.in the system. Neither of these problems had been picked up on our routine survey of the dust collection system. To prevent future problems of this nature, we have added some visual inspection parts to the lines, as well as the C.F.M. checks. ` Please reschedule a visit as soon as possible. Armstrong- Denison Subject AIRBORNE ASBESTOS FIBER CONCENTRATIONS AT DENISON PLANT Ms. Aileen Teng, Environmental Health Specialist of INA Loss Control Services, Inc., has told me that they have completed the lab work on asbestos samples of your plant. All 36 samples collected this time were below the current OSHA's Permissible Exposure Limit of 2.0 f/cc. However, the following three samples were in excess of the proposed new OSHA Standard of 0.5 f/cc. 1. Large Coupling Cut-Off Operator, B. Barnes, 1.4 f/cc; 2. Small Coupling Cut-Off Operator, L. Lewis, 1.2 f/cc; and 3. Swing Saw Operator, D. Simpson, 1.2 f/cc. All the rest airborne asbestos fiber concentrations were below 0.4 f/cc. For those samples exceeding 0.5 f/cc, local exhaust ventilation efficiency, work practices, and housekeeping need to be checked/ improved. Workers at those stations are required to wear their proper respirators during work hours. This is mandatory and should be strictly implemented. Also, since no safe level of asbestos exposure or "threshold" level has ever been established, it is highly recommended that all asbestos workers wear their respirators during work hours. In addition, it is suggested that after taking all necessary corrective actions, Ms. Teng should be contacted for resampling of those areas exceeding 0.5 f/cc. A copy of the detailed report will be forwarded to you by Ms. Teng when it becomes available. MAR. 2 9 1985 D 002239
