Monsanto Monsanto Company 800 N. Lindbergh Boulevard St. Louis, Missouri S316S Phone: (314) 694-1000 July 7, 1983 LAW DEPARTMENT Michael E. Stroh Executive Vice President Stroh Die Casting Co., Inc. 11123 W. Burleigh Street Milwaukee, WI 53222 Dear Mr. Stroh: In further response to your letter of April 27, 1983, we have now substantially completed our review. Contrary to the statements made in your letter, our files show that Monsanto advised your company in writing of the problem of environmental contamination by polychlorinated biphenyls (PCBs), that special care should be used in disposing of fluids containing PCBs, and that Monsanto had decided to reformulate products that contained PCBs. Copies of the advisory letters sent to the above address with theirdates are attached. Beginning in February 1970, your company was notified by letter of the problem of environmental contamination and of Monsanto's decision to reformulate PCB products. We further advised that care should be taken in the application, processing and effluent disposal of these products to prevent their becoming environmen tal contaminants. In addition, we explained to you the reasons for the product changes mentioned in your letters. Specific notification was given of the transition to reformulated products that did not contain any chlorinated components. Our mailing lists confirm your participation in this program. . Since you are familiar with the OMC case you must know that we have vigorously maintained the position that our warnings were timely and adequate and that we are not responsible for the careless handling of any material used in someone else's facility. We strongly regret the actions taken against your company, and appreciate your reluctance to fight against the awesome resources of the U.S. government. 0755749 i TOWOLDMONOQ59967 2- - You must know, however, that these regulations did not become effective until nearly 10 years after the completion of our PCB containing hydraulic fluid phaseout. If you believe that further discussion would be helpful, please call me at your convenience. Very truly yours, LD69QQQ John H. Craddock Product & Environmental Safety Director 0755750 TOWOLDMON0059968
