Two committees of the Science Advisory Board (SAB), known as the Carcinogen Identification Committee, and the Developmental and Reproductive Toxicant (DART) Identification Committee, serve as the State's qualified experts for rendering an opinion as to whether a chemical is known to the State to cause cancer or developmental and reproductive toxic effects. As part of the development of the prioritization process, comment has been solicited from the public and the two SAB committees, during a workshop (December 1994), public comment periods (Fall 1994, Winter 1994, Spring 1995, Summer 1996), and SAB committee meetings (March 1994; May 1995, July 1996). The October 1996 draft of OEHHA's prioritization proposal, entitled Procedurefor Prioritizing Candidate Chemicalsfor Consideration Under Proposition 65 by the "State's Qualified Experts ", reflects comments received thus far and identifies options for further refinement of the procedure. A workshop to present this draft procedure and provide further opportunity for public comment is scheduled to be held on Friday, November 15,1996 at 400 P Street, Rooms 1160 and 1)70, Sacramento, California, from 10:00 am. until all business has been conducted or until 5:00 p.m. The members ofthe Carcinogen Identification Committee and the Developmental and Reproductive Toxicant (DART) Identification Committee will be invited to attend. v CMA 114036 11/06/% 09:21:18 Via Fax f -> 703 741 6008 Leuis Susan Page 005 This workshop will also serve as a public forum to receive comments on the May 1996 prioritized chemicals for carcinogenicity consideration, and on specific chemicals prioritized on the basis of reproductive toxicity concern. Verbal and written comments submitted during the previous public comment period for chemicals prioritized on the basis of carcinogenicity concern will be considered and need not be resubmitted. Three chemicals from the May 1996 group [5-chloro-orrho-toluidine and its hydrochloride (CASRN: 95-79-4), quinoline (CASRN; 91-22-5), and 2,4,5-trimethylaniline and its hydrochloride (CASRN: 137-17-7)) are the subject of a separate request for information, published elsewhere in today's register. These chemicals therefore are not on the agenda for public comment at the November 15,1996 public forum. During the fost pan of the session, a brief summary of the October 1996 draft procedure will be presented, followed by the opportunity for comments, questions, and dialogue among the participants. During the second part of the session, which OEHHA anticipates will begin at 1:00 p.m., a briefstaff presentation on the prioritized chemicals for carcinogenicity and reproductive toxicity consideration will be presented, followed by the opportunity for comments, questions, and dialogue among the participants. Dependent upon the participants' interest, after the public discussion on the prioritized chemicals, additional time will be provided to further discuss refinement of the prioritization procedure, as needed. OEHHA is committed to public participation and external scientific peer review in its implementation ofProposition 65, and welcomes public input on the prioritization procedure. The publication ofthis notice marks the Stan of a 60-day public comment period on the October 1996 draft prioritization procedure.
