Dear Mr. Wilson:
Over the past several years, Ethyl*s Medical department has been conducting an investigation on the problem of sludge disposal and sludge toxicity. This project en tailed many samples and much analytical work.
Investigation results show that above-ground drying and weathering reduces the toxic nature of sludge to a safe level if sludge is handled according to certain procedures.
Attached are two copies of an outline covering recommended procedures for the decontamination of sludge taken from leaded gasoline storage tanks. As" indicated in this out line, the old method of "burying" is still acceptable where conditions permit. It is our finding that sludge "weathered" above the ground in accordance with regulations is safe from a health hazard standard.
Sludge disposal procedures selected by a refinery^should depend upon his own choice and safety policies.
