Gowan's IOC of July 3, 1984 regarding the exchange of plant rail switching responsibilities from Southern Pacific to Kansas City Southern in March, 1985. In order to make the transition as problem-free as possible we would request the following: The VCM Plant provide a brief plant safety orientation for the switch crew prior to the initial KCS switching of the VCM Plant. The appropriate VCM Plant personnel meet with KCS supervisors to review switching/spotting procedures, and walk out the plant trackage. Efforts should be made ahead of time to establish a formal channel to allocate costs associated with derailments or property damage associated with rail movements within the plant. The VCM Plant and KCS provide each other with a list and telephone numbers of key contacts within the respective organizations.
