EmeraldCoastUtilitiesAuthority (ECUA) staff was recently contacted by outside parties
informing them of possible contaminationincertain water production wells (specifically,

`Airport North, McAllister, Hagler, and Bronson Field) owned and operated by ECUA.

`Perfluorooctanoic acid (PFOA or C8) and perfluorooctane sulfonate (POS), which are man-
made anddo notoccur naturally in the environment, are two specific constituents of concern
|
thatwereallegedlyoccurringatthese particularECUAwells.Atthistime,neitthheUeSr.
Environmental Protection Agency (EPA) nor the Florida Department of Environmental
Protection has establishedmaximumcontaminant levels (MCLs) fo these two constituents.
|
Because of the concern regarding the safety of the drinking water supply, ECUA desired to be
proactive in addressing the issue due to the potential impact that PFOA and PFOScould have
|
onthe supply wells. ECUA contracted with CDM to determine ifthe information identified
by the outside parties was valid. This issue was of the highest importance to ECUA and we
were directed to move forward onan expedited schedule to address the potential concerns.

CDMwasauthorized to proceed witah scopeofservicesthat included:

= Develofoapsammpleingnpltan that identified methodfoorclolloectgioyn, location,
`number of samples per site, storage transport techniques, chain of custody records, and
laboratories certified to perform the analysis for PFOA and PFOS,

Coordination with laboratories for the analysis.

Meeting with ECUA staff to provide status reports.
Preparation ofa letter report identifying the findings.
To ensure that an accurate analysis was performed on the samples, CDM determined that two
