2. Ownership of Out-of-Plant Pipelines
PMSB comments received by SAC were all favorable to the transfer of "ownership" to Distribution.
SAC recommends Distribution Department assumes ownership of the Out-of-Plant Pipelines under Texas City control, and that the boundaries of ownership and timing of transfer of responsibility for routine operation be defined in a Plant Services Procedure (0700 series).
3. Open Area Permits
LP&S reviewed proposed revisions to the procedure to strengthen feedback and control of open area.
SAC recommends approval.

' O Define levels of approval.
o Define minimal safety equipment/isolation/decontamination
required based on plant area or contaminant. o Scope Process equipment and piping?
