SAC recommends Distribution Department assumes ownership of the Out-of-Plant Pipelines under Texas City control, and that the boundaries of ownership and timing of transfer of responsibility for routine operation be defined in a Plant Services Procedure (0700 series). 3. Open Area Permits LP&S reviewed proposed revisions to the procedure to strengthen feedback and control of open area. SAC recommends approval. 4. Permit Procedures/Breaking into Process Equipment SAC reviewed the Fire, Entry and Special Permit procedures with Gene Tromblee and Bob Hammann on 4/13/82. In addition to several questions and changes to the writeup, the following policy questions were posed at this meeting: 1) Should we have a procedure/permit system to regulate breaking into process equipment? ' O Define levels of approval. o Define minimal safety equipment/isolation/decontamination required based on plant area or contaminant. o Scope Process equipment and piping? Utility piping?
