Mr. John Coburn will continue to follow-up with Westlake, Inc., as a potential Associate Member. Mr. Burley Melton also will contact Westlake. Mr. Vergel Perry will contact Goodyear. Dr. Has Shah reported that Union Carbide has decided not to join the Panel this year. Mr. Coburn will follow-up on the letter sent to Keysor by Mr. Melton in October regarding Panel membership. 3.0 The Panel discussed the three "for-hire" contractor proposals received to date: Materials Management Group; Weavertown Environmental Group; and, Riedel Environmental Services. Mr. Perry, Mr. Frank Sollman, and Mr. Gerry Jordan will examine the three proposals thoroughly and make recommendations to the VCNet members at the next conference call. If H & H Transfer qualifies based on technical merits, they can proceed to receive insurance coverage. 4.0 Mr. Perry, Mr. Sollman, and Mr. Jordan will prepare a check list for auditing VCNet "for-hire" contractors. The CHEMNET check list will be sent to them as a starting point. 5.0 The Panel reviewed the second VCNet emergency number drill report of October 28, 1992. The drill was conducted by CHEMTREC. The Panel decided to conduct drills twice a year. 6.0 Mr. Perry, Mr. Sollman and Mr. Jordan will prepare a list of criteria for prioritizing "for-hire" response contractors when more than one qualified response contractor is available for response. 7.0 The Panel agreed that the shipper company, at its discretion, would be responsible for sending copies of CHEMTREC incident reports to other VCNet members. 8.0 Mr. Craig Tautfest will identify other issues along with the Vinyl Chloride Standard that can be discussed with OSHA. The Panel will review these issues and will request a meeting with OSHA to discuss them. 9.0 Dr. Charles Ke of the Department of Transportation informed Dr. Shah that the United Nations will consider amending the shipping label name for Vinyl Chloride Inhibited to Vinyl Chloride, Inhibited (italicized), at its meeting in December. According to UN regulations, the use of an italicized word in this case would permit a shipper to ship vinyl chloride inhibited or uninhibited and allow the shipper to label his shipment correctly. If the amendment is adopted by the UN, it will appear in various countries' regulations by 1995. Meanwhile, DOT may issue a memorandum of understanding for U.S. shippers of vinyl chloride. 10.0 The Panel critiqued the fall workshops as reflected in the handouts distributed at the meeting. Mr. Perry mentioned that the Chemical Emergency Response Partnership (CERP), an ad hoc industry group, has organized two workshops in the spring (mid-May), and fall (end-September), 1993, to demonstrate response procedures for several chemicals. Mr. Perry offered to hold vinyl ohloride emergency response demonstrations in conjunction with these workshops prior to or following the CERP workshops. Each Panel member should call Dr. Shah with his anticipated number of attendees for the spring and fall workshops. Mr. Perry will send Dow's Operator Training Evaluation Questionnaire to Dr. Shah for distribution to the Panel. 11.0 A discussion of update of the Vinyl Chloride Safety Awareness Training Manual was postponed until the next Panel meeting. CMA 111772 ROM Vinyl Chloride Panel November 5, 1992 Page 3 12.0 Mr. Melton will draft a general information paper on vinyl chloride to be distributed to the public. All Panel members will send their information to Mr. Melton for this draft. Mr. Coburn will gather the information from the Vinyl Institute and send it to Mr. Melton. Mr. Melton will send a draft to CMA by mid-December. 13.0 Mr. Robert Ondocsin will revise Mr. Coburn's draft Delaware Valley PVC Midland Kit donation letter and send it to Mr. Coburn. Any future Midland Kit donations will be made by the lead workshop organizing company directly to the recipient without involving VCNet. 14.0 Mr. Kerlegon discussed the Vista incident report and distributed a handout to the Panel that was cleared by Vista's legal department. 15.0 The Panel developed a 1993 budget of $50,000 for full members. The budget will be allocated as follows: $ 5,000 $15,000 $30,000 Events Analysis (Map) Keller and Heckman (Legal) Administration (CMA) The proposed 1993 budget is more than 20% below the 1992 budget. The commitment forms for the full members will be based on the 1992 pro-rata share scheme. All Associate Members will be sent commitment forms for $2,000 per company. 16.0 Mr. Coburn will prepare a speakers kit on the Panel and VCNet. 17.0 Dr. Shah will prepare a folder for each VCNet member that contains pertinent VCNet operation information. The CHLOREP manual will be used as a model for this folder. 18.0 The next Panel meeting is scheduled for February 11, 1993 in Houston, TX. Mr. Perry will obtain a conference room for the meeting. The next Panel conference call is scheduled for January 19, 1993 at 2:00 p.m., EST. 19.0 The meeting adjourned at approximately 3:00 p.m. Subject to Approval November 9, 1992 Hasmukh C.
