Senate Bill 1596 introduced by Senator Marks is an act to amend Section 25910 of the the Health and Safety Code relating to as bestos* Existing law prohibits anyone after July 1, 1975, from spraying any substance containing more than 0.5% asbestos except cold process cutback asphalt roof coatings during construction or alteration. After July 1, 1976, the law prohibits spraying of any substance containing any amount of asbestos except the indicated asphalt roof coating.
The Senate bill to amend the code permits spraying of any sub stance containing asbestos providing no more than 0.5% asbestos is involved. This is essentially a roll back of the law as it was before, and negates the July 1, 1976, law which would not permit any substance with asbestos to be sprayed except cold process cutback asphalt roof coatings.
Neither Cushenbury nor Permanente Plastic cements contain asbes tos. Cushenbury Gun Plastic contains 2.1% asbestos. Permanente Gun Plastic was dropped from our product line. Currently, tests are being conducted at Process and Control in an effort to find a lubricity substitute for asbestos. D. Sharpe advises we may drop the Cushenbury Gun Plastic as a shelf item if no substitute is found. Prospects are not too encouraging.
The scratch coat of plaster is recommended to be one volume of cement and four volumes of sand, the brown coat one and five. This means the current Cushenbury cement meets the amended Health and Safety Code.

0.42% asbestos in plaster
2.1% Asbestos 1 Cement + 5 Sand
0.35% asbestos in plaster
Both quantities are less than the one-half of 1% maximum permitted.
I will advise you when/if any decision is made relative to the Cushenbury Gun Plastic cement.
