ANSWERING LETTER OF OFFICE DATE February 21, 1955 SUBJECT New York City Label Regulations DICTATED BY STOCKS & DISTRIBUTION DEPARTMENT General Letter #ljl6 The city of New York has adopted a law requiring certain warning labels on all materials sold within its limits with a content of over 1 per cent lead or other compounds harmful if eaten. They have agreed to permit shipment from Factories and Warehouses of these products bearing old labels without the warning notices until Hay 1st. This will give manufacturers an opportunity to dispose of stocks carrying labels which do not conform. A Brief has been filed with the city authorities to extend the deadline to November 1st. However, it is questionable whether this extension will be granted. In the meantime, we will aim for a complete change-over by I lay 1st. The matter will be reviewed some time prior to hay 1st to determine what stickers, if any, may be needed to take care of stocks under the old labels In the meantime, all new labels pertaining to the products involved printed at Nortlx Olmsted will carry the required warning clause. As these labels be come available, the old existing labels at Newark will be transferred to enable Newark to begin using the new labels as quickly as possible. Attached is a list of products which must carry the special warning labels II--H 55, K-B 55, L-B 55* This list is correct as of February 11, 1955 and is subject to change. Some of the products involved are not made at Newark; therefore, the producing Factories of those particular items will want to change over to the new labels as soon as possible so that shipments going to Newark will be on the new basis in order to avoid tlie use of stickers at a later date.
