The enclosed memorandum shows some important observations Dick Miller has made concerning operations in the MC Plant. With the DCA problem apparently under control, this makes the capacity of the MC and VDCM plant different than the debottlenecking con ditions. The Heavies Still is no longer our bottleneck.
At present, it appears that we can make about 200 TPD VDC which can be distributed between MC and VDCM. This equates to about 220 TPD MC and 40 TPD VDCM. The VDC production figure could possibly be higher if more TCE were available but at this point we are running the TCE reactor at 290 TPD and have about 33 per cent TCE in the Heavies still bottoms. During warm months, it is questionable that we will be able to maintain the high TCE rates due to cooling problems. This remains to be seen after
we have the cooling tower booster pump on the VDC Still condenser installed. I do not believe we will be able to reclaim much more TCE out of the Heavies still since the concentration in the bottoms is approaching what it used to run (25 percent).
There are some problems in the VDC section, but they are primarily the polymerization of the packed sections in the DH still. This leads us to occasional MCA problems.
The MC section is untested at maximum sustained rates but we have been able to run 210-220 TPD comfortably. There was a capacity
run made back a few years ago indicating that the section could run 240-250 TPD. At present the potential problem areas are the flasher condenser and polymerization of the stripper condenser. The neutralizer system could give trouble also.

The 200 TPD VDC production figure has been a peak figure so far-we have had runs of several days in a row at these rates; the 200 TPD could approach an average figure after we have more time and experience at these high rates.
So far the observations we have made concerning DCA vs. VDC reactor ^ ^
temperatures are somewhat preliminary. The data has been repro-

ducible but in the event that this theory is not correct we may

not be able to run these high rates I have described. We will con- jJj ^
tinue to gather data and will issue an LP report in a couple of
months once more detailed information is collected.

In the past, the only known method for reducing DCA content in VDC production was to reduce the precursory trichlor and unsym tstras found in our TCE- For the past ten weeks however, we have been able to pretty much control DCA content by manipulating the VDC reactor.
Our "control" is the feed tray temperature (tray 24), which is now being kept at about 170F, or *-20F higher than before. To help keep TCE from going overhead in the reactor we have also lowered the feed point from tray 28 to tray 24.
On several occasions the feed tray temperature has drifted down at which time the DCA content increased. No attempt has been made to date to establish the minimum temperature required, and 170F is now being used as a control.
My observations show the feed tray temperature has much more leverage than controlling the precursors. For instance, the unsym. content once rose from r* 200 ppm to over 900 ppm during an upset, but the DCA's increased only from ~T5 ppm to 25 ppm while at the higher temperature. Cna explanation is that possibly the higher temperature keeps trichlor in the vapor state which should reduce dehydrochlorination to DCA.

Tri Ethane/VDCM Production Rates
Concerning the relaxed specs of 200 ppm DCA in VDCM, the following comments should apply:
1. Historical data tells us that about .03-.047,(wt) unsymmetrical TeCE will probably give us 200 ppm DCA in VDC.
2. When the TCE heavies still was bypassed (at 90-100 TPD TCE rates) in May 1972, the DCA's in the VDC DH still product were 3000 ppm. The DCA concentration in the MC reactor vent went up to 6-87,. This level was controlled somewhat by loading the MC vent system up via the flasher condenser vent.
3. Other periods of .02 unsym TeCE have resulted in DCA's around 100 ppm; the laboratory's detection of unsym TeCE varies somewhat at this very low level.
4. We can not predict a final rate on TCE but we ought to be able to raise it up in 15-20 TPD increments and will monitor the heavies still reflux for unsym TeCE on our plant lab FI machine.
5. I do not think that the MC reactor vent concentration of DCA will be a problem but we can monitor it if we relax the DCA spec.
6. Cell liquor capacity will be a bottleneck until the new line is completed (tying into VC's cell liquor line with a booster pump). Construction has approximately a week's worth of work (plus a tie-in) to complete the cell liquor system. This completion depends on construction scheduling by priorities and a short VDC outage for the tie-in.
7. The DH still could be a limitation at the present time due to flood ing problems that have been developing this week.
8. With these relaxed purities we should be able to approach VDCM rates of 30-40 TPD and MC of 200 TPD but this must be determined through experimentation. VDCM storage facilities may be a problem if sufficient cars are not available for loading.
