Sehoe, Dear Dr. Kehoe: Attached hereto Is original file of corres pondence I have had with Bob Jordan with regard to the use of small quantities of ETHYL fluid in the field which the Indiana Company have apparently withdrawn from the drums of this material that we ship to their refineries. Bob isn't very specific about the number of instances in which this has occurred, nor the quantity involved, but from his letters it would seem that it is a fairly common practice with them. We can take it up if you wish, but' I am rather inclined to believe* you will prefer and that it would be better for you to go into this question with Dr. Morton or anyone else with whom you take up such matters. Mr. A. E. Mittnacht, Dear Art: S.MiW'..., H,W.E.R,.. ,, This, is in reply to your letter of recent date regarding the Standard Oil Company of Indiana malting special mixes. This information was sent to y ou about a month ago but at that time we did not have enough definite information on the matter to take any action. I have been trying to obtain all the facts possible from their various refineries. From what we find out, they are still making special mixes by loading tank cars extra heavy and in some cases they have even filled five gallon cans with Ethyl fluid and shipped it out to their bulk plants where they gasoline in storage has been diluted. : Our Mr. Kuhe called at Whiting just the other day and they insisted that this happened only once or twice a month but we have heard from some of the other men on the job that this happens quite often. We can hardly go to the officials and tell them that the men are giving us this information without jeopard izing the man's position with the company. " I think the best method to attempt to correct this situation is through Dr. Kehoe and Dr. Morton of the Safety .De partment of Standard for it seems that when these orders go out to the refinery, they are signed by one of the directors of Standard and there is nothing else the refinery employee can do but follow instructions. I am sure this matter can be corrected by Dr. Kehoe and Dr. Morton. , I also understand there have been a few special mixes at their Wood River, Illinois refinery. Jordan, Dear Bobs I certainly agree with you that we should us every effort to dissuade the Standard of Indiana people from shipping concentrated fluid around to their various distributing points* However, your letter does not give very any details and I would appreciate it if you would advise ust how such of this has been going on, why it is necessary, whether the concentrated Ethyl fluid is sent out or whether they over-dope sane quantity of gas oline and if so, how much lead is contained in it. As you probably know, Dr* Eehoe is away for quite a few weeks on an expedition into Mexico. He has had more suecess in.handling matters with these people than have the rest of us* I would hesitate a little to start Dr. Machle on a campaign to clear up this situation. I am inclosing a copy of a letter received by this office from the Standard Oil Company regarding a drum they are now holding at Whiting, Indiana. Y o u will note that they state they have kept some of these drums for treating gasoline with Ethyl fluid. I have felt for sometime that there has been too much of this special mixing going on at Whiting. When Mr. Siebenthaler was here about t?/o weeks ago, we did considerable checking into this matter and he is going to take it up with Dr. Morton from a safety point of view since we are apparently unable to get any cooperation from the refinery. If there is any possible way td do so, I think we should refuse to supply such points with drums of Etlyl fluid in order to minimize the number of these special mixes. At Whiting they placed a bleeder valve in the line of the tank car mixing installation but I had them remove it so as to do a?ray with the possibility of their talcing any concentrated fluid from this installation. If we continue to ship to these people drums of Ethyl fluid, I feel sure they will continue to make these special mixes whenever there has been a car of Ethyl mixed with white gasoline.
