Mitchell - '2 South Subject: PROPOSED VISIT TO DENISON PLANT BY IITRI As you probably know# Johns-Manville has agreed to cooperate with IITRI in the conductance of their program with the EPA entitled "Field Testing of Control Concepts for Abatement of Emissions from Asbestos Manufacturing Waste." As a result of an agreement by the Pipe Division, the field work will be done at Denison Plant on a cost reimbursement basis. The prime contract between EPA and IITRI has been recently executed. There is a considerable amount of laboratory work to be done by IITRI, however, prior to the field tests. Thus, there is no immediate urgency concerning the IITRI/Johns-Manville subcontract. Dr. Colin Harwood, IITRI Project Manager, contacted Dave French at Denison on or about May 1 to request permission to visit Denison on May 19 and 20. Subsequent conversations with Dr. Harwood have clarified the purpose of his visit; 1. To locate the specific area(s) for the test dump, 2. To sample the soil and the scrap (this to be done by a consulting agronomist from Colorado State University), and 3. To discuss in greater detail the proposed program at Denison. produced S. J. McDuff 2- - May 12, 1975. The choice of dates was predicated upon not only IITRI's desire to detail a program with Denison at an early date, but also upon the availability of the consultant. I have been assured that the routine operations of the plant would not be affected,. It is my intention to be at Denison with Dr. Harwood to help Lou Richards and his staff guard against any over-zealous requests. We are not under contract as yet, and therefore, are not obligated to do any work. However, the planning function*is normally carried out on a pre-award basis. During my visit to Denison, I would also update our cost proposal for this work with the help of Lou and Bill Roush. This is a necessity before we can sign a subcontract.
