Minutes of the Meeting of the Technical Committee held on Thursday, August 26, 1948, at the Fellowship Laboratory, Rutgers University.

1, The Chairman called the meeting to order and the Secretary
read the minutes of the previous meetings held May 28, 1948,
and June 11,.1948. One correction was found necessary in the
minutes as read, covering line 7 of Section 3, pertaining to
the type and class designation of the 23P16 standard asbestos
cloth here considered. The section originally read, in part; .
M----- the cloth is designated as Type A, Class 2 -----". As
corrected, the section now reads
the cloth is designated
as Type I, Class B --This correction was necessitated by
the classification changes introduced by The Federal
Specification Board. The minutes, as corrected, were approved-
2. An extensive discussion was held In consideration of the pro^er
construction of the 17P28 cloth included in the Proposed A.T.I,
List of Standard Cloths, It was agreed that Mr, Weaver,
Chairman, should poll the members of the Institute on the
advisability of revising the construction {warp ends and pick-)
stipulated for 17P28 cloths (page 1, Minutes of Technical
Committee held January 10, 1948) in order to determine the

3.. The Chairman read a letter, a copy of which is herewith ' attached, received from Mr. Y7. T. Thomasson, Technical
Assistant, Technical Committee on Heat Insulation Materials, Federal Specifications Board, Treasury Department, Bureau of Federal Supply, Washington 25, D. C. The letter accompanied copies of the most recent draft of the Proposed Federal Specifications for Cloth, Yarn, Thread and Tape; Asbestos, dated May 25, 1948. These specifications are now in the final stages of consideration by the Government agencies and are subject to further revision before approval by the Federal . Specification Board.
4& The next subject discussed was a consideration of the weight specification for Type I, Class D asbestos cloth as specified in the Proposed Federal Specifications for Cloth, Yarn, Thread and Tape; Asbestos. It was pointed out that the present specification establishes the weight for such cloths at 19 + {!%) ounces and that this value is too low when consid eration is given to the construction specified for this cloth It was moved by Mr, - Frederick and seconded by Mr. Tucker that this committee recommend that the weight specification for Type I, Class D cloth be made to read "22 + (7$) ounces".
5. The next discussion covered a general review of progress in
the development of Super Safety Cloth for Protective Clothing. At this time Dr, Shaw presented recent developments in the establishment of a flame spread test suitable for evaluating

3 5, (Continued) the effectiveness of asbestos cloths in the
reduction or elimination of flame propagation. It was pointed out that several of the established flame spread tests as used in testing organic, flameproofed and untreated, fabrics have been studied but that they do not lend themselves too well for the testing of asbestos cloths, A new testing technique was described and samples of results shown. The results would indicate that this new test procedure yields more critical and descriptive data than has been attainable here tofore, On the basis of the results of further and more inclusive tests by this new method an attempt will be made to define the characteristic constructions and compositions for the most effective safety cloth. 6, There being no further business to come before the Committee, the meeting was adjourned.
