Since the handling of those emergencies is almost invariably the primary responsi bility of the carrier, such assistance should be"of an advisory nature only. The giving of advice in situations of this kind need not be limited to monomer ovned by honochem or Uni royal. tfe understand that all producers and users of vinyl chloride monomer in the United States are partici pating in tills program in the manner referred to above.
