Ion asked that 1 look Into this program sad give yon my estimate on the probability of success. A second question concerned the possibility of building s new Shln-Etstj type facility to replace existing capacity at the Stirlington Site.
X have gone over the engineering projects oa the list attached with Dr. Lobo, Hr. Mirlogoff and other engineers. The opinions which fol low arc subjective judgements since I have not attempted to review the engineering in detail bet have assnmsd that the various projects will accomplish their individual objectives.
X believe the substitution is out of the question for the foreseeable fntwre for the reason that we do not know hew to make dispersion polymer or suspension copolymer In the Shin-Stss systems. These are targets for Research sad Development projects but there is no assurance of success now.
The EPA and OSHA regulations are, as you know, separate but closely related matters. A* a general statement I think it will be much easier to meet the EPA than the OSHA limits. Hy reasons are these:
1. SPA Regulations contain point source emission Halts end specify certain practices. With the exception of the 2000 ppm limit for vinyl chloride oa resin In dispersion slurry, the limits are baaed on demonstrated tachmfltolgy hence have bees achieved somewhere, semehow.
2. The EPA Standards describes maintenance procedures, etc. but do sot contain nunerlcai limits for fugitive emissions.
3. OSHA os the contrary fixes s maximum vinyl chloride level In the ambient air without regards to Its source.
4. EPA cmpllaace date Is at least two years further away than OSHA'a.
The monitoring date X have seen shews a background not too far above the required level but show quits a few excursion* some fairly high for both our plants. Tbs excursions In general eeea to be tbs result of accidents, leaks, errors, etc.
X think the engineering program offer a fairly high degree of assurance of meeting the EPA standards with the possible exception of the dispersion resin slurry limit. That limit of 2000 ppm depends at this time on success with ths Fryma or some other as yet unknown technique.

1 ajs leas confident of meeting the OSiiA 1 ppm tine-weight average by April 1976, This is primarily because I think the excursions will tiave a substantial bearing on the 03UA limit but relatively little on the SPA UmIcs.
X believe the odds of meeting CERA limits are better at Flesington than at Burlington. The rationale for this opinion is tne relative size and complexity of the two plans and my belief that e leak, spill, or other excursion at one of the units at Burlington can have some impact on the background for the other units. As a result I think a generally higher standard of operations and main tenance practices will be required at Burlington.
I am attaching to this tsesso a list of the VUM oriented projects obtained from Dr. Lobo, I have classified these as.
1. OSHA - that is, those primarily Intended to reduce VCl in the work place but not necessarily contributing to a reduction of total emission of VCfl.
2. EPA - those projects intended to reduce a total VCH emission from the plants of having little bearing on the TCT1 levels in the work place.
3. Joint - those which contribute substantially to both CStlA and EPA compliance.
