The ETS: 1) changes the permissible exposure level (PEL) from an 8-hour TWA of 2 fibers/cc to 0.3 fibers/cc; 2) allows reduction to be achieved by any feasible combination of engineering controls, personal protective equipment, and work practices; and 3) requires a training program be Instituted within 30 days for all employees exposed to greater than the PEL. An ETS is limited to 6 months by the OSH act; therefore 0SHA' has expressed an intention to complete rulemaking on a permanent standard for occupational exposure to asbestos within 6 months from the ETS effective date of November 4, 1983.
