Date of Loss: February 10, 2001 Our Claim Number: B1021001 State Incident #: none issued FACTS OF LOSS: On Saturday, February 10, 2001 at approximately 08:50 pm EST an incident occurred which resulted in the release of approximately 50 gallons of diesel fuel. The incident was reported on behalf of Roadway Express, Inc. to the Duty Officer of the Mississippi Department of Environmental Quality, the Duty Officer of the Mississippi Emergency Management , .Agency, and the Duty Officer of the Monroe County LEPC on February 10 2001 LOCATION: This loss occurred in Amory, Mississippi on Highway 278 west. PRODUCT RELEASE: The technical name for the product released is 1-D fuel oil, CAS # 68334-30-5, commonly known as diesel fuel. The product is not listed under sections 302(a) or 313 of Title III of SARA. Approximately 50 gallons of diesel fuel have been released. Apparently, the release occurred due to a puncture to the saddle tank. ABDOO112230 ENVIRONMENTAL IMPACT: The product did not reach waters of the state. Soil was affected. Animal or vegetation damage was not observed. Health affects were not reported and medical advice was not given as there was not an exposed individual. MONITORING AND DETECTION: This release was detected upon visual inspection of the site. The release was not airborne and wind was not a factor. The public was not warned of the diesel fuel spill. MITIGATION, CONTAINMENT ACTION: Of the 50 gallons of diesel fuel that were spilled, the following information is known: o Perry Pyron & McCown of Birmingham, Alabama responded to perform the cleanup which involved the excavation of soil from the affected area. o Approximately 14 yards of soil were transported by Perry Pyron & McCown to Little Dixie Landfill of Jackson, Mississippi for disposal. Additional response plans do not exist at this time. HEALTH RISKS: Although medical advice was not required, the known affects of acute exposure to diesel fuel are as follows: Inhalation of diesel fumes causes headache and slight giddiness, acute exposure shows onset of central nervous system excitement followed by depression. Ingestion causes nausea, vomiting and cramping; depression of the central nervous system, ranging from mild headache to coma and death. Pulmonary irritation secondary to escalation of solvent is observed, signs of liver and kidney damage may be delayed. Aspiration causes severe lung irritation with coughing, gagging, dyspnea, substernal distress, and rapidly developing edema followed by signs of bronchopneumonia and pneumonitis. ABDOO112231 PERMITS: There are no required air or water permits which are pertinent to this incident.
