Discussion Topics
i. Federal EPA correspondence by 514 EPD:
1. Compliance schedule progress notice that work had been completed on Source No's. 001, 012, 013, and 014.
2. Status report covering the following:
a. Completion of work on Source No. 015 ahead of schedule. (Noti fication was inadvertently omitted from 1 above).
b. Failure to meet the compliance schedule on Source No. 016 and part of Source No. 012 due to operational problems.
c. Safety relief valve No. 2023 was erroneously reported as completed in 1 above.
d. Completion of all work (b, c above) and final compliance is expected to be achieved by the end of August.
e. Final compliance has been achieved on Source No's. 012, 013, 014, and 015 (except for c above and four other safety relief valves. EPA granted a variance on the latter four devices due to unauthorized, non-spec substitution by the vendor which caused delay in receipt of acceptable equipment.)
11 Maintenance/Engineering Progress Reports

1. C. R. Revette reported that all four of the safety relief valves mentioned in 2.e. above have been received. (One of them was erroneously shipped to Texas City but through his efforts was returned without undue delay.)
2. E. D. Brown reported that the electrical work being performed by a
contractor on Source No. 010, Vent line from the Bulk Terminal to the
Island Powerhouse is approximately 33% completed. Approximately 2
days work (mechanical) remains for the Plant Maintenance Department to complete.
The following tabulation summarizes remaining work/projects on our compliance
schedule. Worthy of note:
While the EPA has been lenient regarding comple
tion of scheduled increments of progress they have made it clear that, "they have
no recourse but to shut down our plant in the event of failure to achieve final compliance in accordance with our schedule."
