Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected Sunshine House Daycare 11087 Highway 92 Woodstock, Georgia 30188 Inspection Date: July 26, 2022 Facility Programmatic ID 3601456629 LAT: 34.0870 LON: -84.5031 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Pamela Storm (lead inspector) Tony Spann (Inspector-in-Training) Introduction An inspection pursuant to Section 114 of the CAA was conducted on July 26, 2022, at the site of the former Sunshine House Daycare previously located at 11087 Highway 92 in Woodstock, Georgia 30188 (the facility). The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections and Tony Spann. Mr. Spann also possesses EPA inspector credentials and was participating in this inspection to meet training requirements to conduct CAA NESHAP asbestos inspections. The facility was previously demolished. Permit #PDEMO-000037-2018 was obtained from the City of Woodstock for the demolition of the facility by Stanly Townsend Pipeline Construction located at 1176 Puckett Road in Waleska, Georgia 30183 (Ashley Holcomb: phone 770-656-8563). The permit was issued on December 3, 2018, and it expired on December 3, 2019. The facility was owned by Sam Investments Holdings, LLC, located at 1100 Howell Bridge Road in Ball Ground, Georgia 30107. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the demolition activities conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The former facility was a daycare prior to its demolition. The site is now a part of a residential neighborhood. Maxis Engineering, LLC performed a thorough inspection for asbestos-containing materials at the facility on August 22, 2018, as required by 40 C.F.R. Section 61.145(a) of the Asbestos NESHAP. EPA obtained a copy of this inspection report dated September 19, 2018, from the City of Woodstock. This report described the facility as a 6,600 square-foot, one-story, brick and wood-sided structure on a slab. All thirty-one samples of suspect asbestos-containing materials taken as a part of this pre-demolition inspection were non-detect for asbestos. Under the "Report Conclusions and Recommendations" section of this report, it states that notification must be filed with the Georgia Environmental Protection Division (EPD) prior to the demolition of the facility regardless of the presence of asbestos. Conclusion The thorough inspection requirement of the Asbestos NESHAP, contained in 40 C.F.R. Section 61.145(a), was met prior to the demolition of the facility. No asbestos-containing materials were discovered in the facility during this inspection. The inspectors will follow up with the owners/operators of the facility and the demolition activity and the Georgia EPD, as deemed appropriate, to obtain information and necessary paperwork related to the demolition. This information will include, but not necessarily be limited to, copies of any demolition notifications filed for the facility.
