I told him that on June 27, 1982 at 4:05 a.m., the recovery system on a polyvinyl chloride reactor was started up. An engineer in that area noticed a leak. Upon investigation, he found that a Y' valve was leaking vinyl chloride through the stem. The recovery system was then shut down, the valve was isolated and repaired. He asked if anyone was injuried. I answered no. I told him that the approximate of the discharge was 85 pounds and that the material leaked out into the air and dissipated. He asked what the distance was to the nearest home.
