I presented my credentials to Mr. Joe Zanetti, Owner; Mr. Eddie Davis, General Manager; and Mr. Brandon Junso, Consultant and Authorized Representative. I informed them I was there to conduct an inspection of the site to determine compliance with the Clean Water Act (CWA) and the Idaho Multi-Sector General Permit (MSGP). This report is based on information supplied by the site Representatives, direct observations made by me, and records and reports maintained by the permittee. In addition, information gathered prior to, or after, the inspection from a review of EPA, State, and/or public records may be included in this report. There is one employee at the site that operates the bucket loader. South Fork of the Coeur d'Alene River The facility has two outfalls, Outfall 001, and Outfall 002. Outfall 001 is the only outfall sampled because, according to Mr. Junso, there is never a discharge out of Outfall 002 due to the facility's BMPs. The facility uses sumps with infiltration and sediment basins to deal with stormwater. A culvert in the sediment basin channels stormwater under the road to a dry well. Dry wells with witches hat are used for infiltration. The witches hats are replaced at least twice a year. Stormwater sheet flows into ditches that transport the stormwater to dry wells. A culvert on the western edge of the property, which divides the Zanetti property from an adjacent property, collects stormwater and directs it to Outfall 001 for discharge. The site also uses trucks to spray water on the site to minimize dust disturbance. Quarrying is carried out by a 3rd party, Peak Sand & Gravel. In about a month, enough material is extracted for Zanetti Bros to operate for a year. The bucket loader stays outside when not in use. Both the SWPPP and SWPPP map contained all required elements. SECTION IV - Sampling Activities No sampling was conducted. SECTION V - Areas of Concern Areas of Concern may not be in sequential order. The presentation of Areas of Concern does not constitute a formal compliance determination or violation. AOC Reference #: RA1-RR-008 Records Review: Other - EPA's Integrated Compliance Information System (ICIS) Database Permit Requirement: Part 7.3.1 of the Permit states, in part, "You must submit all stormwater discharge monitoring data collected pursuant...using Net-DMR...no later than 30 days after you have received your complete laboratory results for all monitoring discharge points for the reporting period." AOC: The site failed to submit data for the parameters "Solids, total suspended" and "Nitrite Plus Nitrate Total" for the monitoring period ending September 30, 2020. SECTION VI - Closing Conference I held a closing conference with the Facility Representatives at 01:45 PM (PT) on 09/10/2024 for the inspection. During the closing conference, I discussed my observations and the Areas of Concern I identified during the inspection.
