C,, that handles this subject for federal agencies. Each agency is responsible for its own requirements. Attached are copies of letter* that were received from the Department of the Navy pretaining to MIL-I-2819 and MIL-I-2781. It was suggested that a single specification embracing an application could be written and adopted by all federal agencies, if they so desire, Frank Govan will be contacted to ascertain if such a program could be promulgated thru the FCC, ASTM SPECIFICATIONS 1, It was reported that the "Proposed Spe cification for Mineral Fiber Preformed Pipe Insulation" had been adopted by ASTM and had been numbered C 547-64T, 2 2. Combined specifications C 312 and C 521 were discussed and several changes adopted. These changes will be brought to the attention of ASTM. C 16 Subcommittee T-VIH at their meeting in Montreal, Canada, i 3, The "Definitions Applicable to Thermal Insulating Materials" was discussed. Several changes were considered and will be brought to the attention of ASTM C 16 Subcommittee S-L GSA SPECIFICATION The specification was discussed for the purpose of considering any changes prior to promulgation. It was agreed that Mr, Barnhart would write to GSA proposing several changes: 1, Retain insulating cements for use above ambient, 2, Include the use of amosite asbestos, NEW YORK STATE SPECIFICATION It was reported that this specification dated May 11, 1964, was being used for promulgation and any pertinent comments on the specification should be in NIMA hands at the earliest possible moment, prior to its being printed is its final form, FEDERAL SPECIFICATION HH-I-523 It was reported that this specification is to be written with the pipe insulation classified as to jackets in accordance with the wishes of the various federal agencies. By a majority vote in the Committee, Mr. Barnhart was asked to write GSA and the otherfederal agencies and again object to writing this specification on that basis, {At the ASTM meeting Mr, Barnhart talked to Frank Govan of BRAB on this subject and was advised that pushing this subject too hard in Washington, D, C,, would be detrimental to the interests of NIMA, Members that manufacture calcium silicate under this specification were contacted and they agreed that discretion is the better part of valor in this case and to not pursue the subject further,) COMMON BASIS OF MEAN TEMPERATURES FOR REPORTING "K" VALUES It was recommended that for reporting "k" values the procedure followed in the ASHRAE GUIDE should be used. 3 THERMAL CONDUCTIVITY ROUND ROBIN It was reported that the data had not been completed to date and that a complete report on this subject will be forthcoming at the next T & R Committee Meeting, It was agreed that the purpose of the round robin was to standardize equipment and method of test in order that consistent results can be obtained. It was suggested that subsequently a paper should be presented on the results of the round robin to ASTM or ASHRAS, *KM VALUES FOR ASHRAS GUIDE Several changes were discussed relating to the table circulated to the Committee, The table incorporating these changes will be circulated to the Committee for comment, SAMPLE SIZE FOR ASTM C 356 Inasmuch as Amendment 2 to HH-I-523 calls for adherence to ASTM C 356, and there is no discrepancy between HH-I-523 and ASTM C 356, this subject was closed, THICKNESS TO PREVENT CONDENSATION This subject is to be discussed at a later date in accordance with the results of further work to be done by the Glass Section on this subject. It was agreed that "Thermal Insulation Thickness Required to Prevent Condensation" as prepared by Union Carbide Corporation while technically correct was too clumsy a document to use, ADJOURNMENT There being no further business, the meeting was adjourned. C DEPARTMENT OF THE NAVY O Bureau of Ships P Washington, D. This Bureau will consider your suggestions, which are generally acceptable, when the specifications are amended or revised. It has been noted, however, that recommended changes in density propose an increase in weight. This is not desirable since this Bureau has a requirement for suitable insulation material which has a minimum weight for use abroad ship.
