MINUTES OF MCA EXECUTIVE COMMITTEE Links Club, New York City

Following breakfast, the meeting was called to order by Chairman Klipstein at 9:00 a.m.

Copies of the Board agenda to be considered by the Directors later in the day and the monthly financial report were distributed, and both were re viewed briefly. Those items on which special attention was devoted are as follows:
1. Environmental Health. Future Organization. General Decker distributed copies of a memorandum embodying staff recommendations with re spect to an Environmental Health Advisory Committee. This set forth Terms of Reference as recommended by staff and Counsel, including function of the proposed Committee ; its composition including five members at large plus a single representative from each of the ten technical and functional committees having activities relating to environmental health, and committee operation. He pointed out that while the recommended Terms of Reference differed in certain respect from those previously submitted by the Ad Hoc Planning Com mittee, they had, nevertheless, been carefully considered in the light of all aspects. Following discussion, it was unanimously agreed that the Terms of Reference as submitted be recommended to theBoard for approval later in the day.
With respect to individual personnel, General Decker read a list of possible candidates. It was agreed that approval of personnel should be held over until the January 14, 1964 Directors meeting. In the meantime. General Decker will get in touch with Dr. D. D. Irish, Chairman of the Ad Hoc Plan ning Committee, for his suggestions, and Board members will be afforded an opportunity to make nominations. A slate of nominees will be distributed by the staff to the Directors in advance of the next meeting.
2. Air Pollution Abatement Committee - Change In Name. The Air Pollution Abatement Committee has recommended to the Board that its name

be changed to Air Quality Committee. Designation of this more positive title recognizes the increased emphasis in terms of the quality of the gen eral atmosphere as contrasted with simply the abatement of pollution. No change in Terms of Reference, functions, or scope in the Committee is involved.
Following discussion, it was agreed that a favorable report on the recommendation should be made to the Directors later in the day.
3. College Recruitement Practices. A resolution on college recruit ment practices, prepared by the Industrial Relations Advisory Committee and submitted to the Board of Directors for consideration, was discussed. This reflects the concern of industry over the stepped-up activity of the U. S. Employment Service with respect to on-campus college recruiting and the feeling of many college placement officers, industry personnel men, and others that such activities are both unnecessary and undesirable.
Following discussion, those present agreed that approval of the reso lution should be recommended to the Board.
4. International Trade. There was general discussion on the Govern ment's need for qualified industry advisors or consultants in connection with the forthcoming GATT negotiations. Whether or not the Government will agree to name and utilize such personnel is a matter which has not yet been resolved.
Following discussion, it was the consensus that General Decker should seek a prompt conference with the President's chief negotiator, The Honorable Christian Herter, and ask for information and advice in order to enable industry to initiate the necessary preparations. It was urged that members of MCA and SOCMA should be looking over their personnel for likely candidates in case such are authorized.
5. Department of Defense. Office of Chemical Technology. It was reported that the Director of Research and Engineering of the Department of Defense had requested the Association to recommend a qualified replacement for Dr. Jack T. Thurston, Assistant Director for Chemical Technology. General Decker reported that in letters to the Executive Contacts dated De cember 3, he had asked that member firms give the matter consideration and advise the Association of the names and qualifications of any prospective candidates.
6. Trade with Communist Nations. In the light of the Government's current steps to re-appraise and re-evaluate its policy with respect to trade with Communist Nations, it was the feeling of those present that MCA should review its policy in this respect, first initiated during August 1938, and con tinuing since then unchanged. A subcommittee of the International Trade Committee is currently reviewing the Association policy in this respect, and the Washington Advisory Committee has prepared a resolution on the subject, Copies of the latter were distributed to those present.

-3Following discussion, it was the consensus that the International Trade Committe be requested to consider the report of its subcommittee promptly in order that a final committee report could be placed in the hands of the Board without delay. Following consideration of this and of the above resolution, it will be recommended that a Board committee be appointed to study the overall matter and to present a final recommendation for consideration and action. There being no further business to come before the meeting, it was unanimously resolved to adjourn.
