Johnson, Ph.D. Manufacturing Chemists' Association 1825 Connecticut Ave., N.W, Washington, D.C. 20009 Dear Dr. Johnson: On December 3, 1974, I called Dr. David Rail of NIEHS to discuss the proposed protocols for Vinyl Chloride studies presented for his committee's consideration at the meeting at Bethesda, Maryland Nov. 7. _ As you recall the consensus of those present at that meeting was that more long-term animal studies would be of dubious values at this time " and that it was reasonable to delay the start of more long term studies until the completion of some of those studies now in progress. Dr, Rail reconfirmed this feeling and suggested that I consult Dr. Mehlmann of HEW concerning his recollection of the deliberation. On December 4, 1974, I called Dr. Mehlmann and we discussed the committee's actions. Dr. Mehlmann said that the entire Rail Committee had met on about November 26 but that the meeting has been completely taken up with a discussion of pesticides. He said that prior to another meeting of the entire committee he was going to distribute the protocols to the entire committee. He did warn that the MCA committee should not expect any action for several weeks because of the approaching holidays- and since many people will be using their vacations rather than lose them. He agreed with Dr. Rail's and my recollection that the meeting in Bethesda had agreed that more long term animal studies at this time would be of dubious value. Dr. Mehlmann asked what effect a delay in their committee's deliberation would have on MCA action. I said that in view of the opinion expressed by the committee, the MCA could wait for their full committee deliberations. Dr. Mehlmann indicated that we should expect written comments from the Rail Committee when they have time to study and discuss our proposals, as well as proposals by other groups and agencies.
