No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the R McNeely Oil Co. / Childs C; Wells 1, 2 Tank Battery, which contains five oil-water separators and eight storage tanks. Section II - OBSERVATIONS I observed the facility sign, secondary containment, oil-water separators, pipes and valves, and storage tanks located at the facility; see Appendix 1 (Photographs Log), Photo No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed a drainpipe for secondary containment with loose oil around the area, see Photo No. 3. Looking SE at the top of secondary containment, I observed a low area in the secondary containment, see Photo No. 4 and No. 5. Looking N-NE inside the secondary containment, I observed loose oil on the ground around a tank; see Photo No. 6. I observed excessive vegetation on the outside of the secondary containment, see Photo No. 7. For one of the tanks, I observed an active leak from a valve; see Photo No. 8 and No. 9. I observed pipes without support leading to and from the tanks inside secondary containment, see Photo No. 10 through Photo No. 12. Looking E outside of the secondary containment, I observed an excavated pit used for dumping loose oil and solid waste; see Photo No. 13. Section III - AREAS OF CONCERN No closing conference was held due to no personnel with R McNeely Oil Co. being present during the inspection.
