TSCA Section 8(e) Subject Contractor Information & Substantial Risk Evaluation Report Distribution to Plant Managers and APM's Copies: See Attached Distribution List The following guidance statement has been approved by the Law Department for use in dealing with contractors: "Union Carbide has a significant Interest in obtaining and evaluating all information that could suggest that any of its chemical products could pose a substantial health risk. Since, in the discharge of this contract, your employees may encounter chemicals being handled by Union Carbide, it is incumbent on you to inform Union Carbide immediately of any adverse health effects encountered by your employees which may reasonably be ascribed to exposure to Union Carbide chemicals. Union Carbide will report to the EPA any information which supports a conclusion that such chemicals present a substantial risk to health or the environment." - In the near future this statement will be added to the standard contractor agreement forms. Until this can be accomplished, it is recormiended that you arrange to have the statement incorporated into all new "contractor" agreements negotiated at your location by either letter of agreement or direct incorporation into the contract. It is also recommended that the plant manager and the appropriate APM(s) receive a copy of every Substantial Risk Evaluation Report initiated at their location(s).
