Ferguson of McKesson Chemical Company (distributor for Dow) and Mr. II. Kutac of Dow to discuss TCE availability. Messrs. Kanzler and Wilkenfeld represented Tenneco. The availability of TCE is now a matter of concern since Diamond Shamrock, Detrex, Hooker and Ethyl have shut down their operations as a result of an ever increasing environmental pressure. This leaves only PPG arid Dow as domestic suppliers. The environmental question originally arose with the Los Angeles Rule 66 in 1966 in which TCE was classified as photochemically reactive. Now, Philadelphia has banned its use and other cities and states either have, or are considering, similar action, according to Mr. Kutac. The following points were discussed regarding the future of TCE: 1. TCE Availability While TCE is being imported from Belgium, Germany, Italy and Japan, the overall supply is short. Mr. Kutac is confident, however, that Dow will be able to meet our needs in the immediate future but this may not include Electronic Grade. Electronic Grade TCE is not inhibited and, hence, Dow is concerned about shipping safety (possible reactions). Mr. Kutac will provide samples of the different Dow grades for our evaluation. 2. TCE Substitute % Mr. Kutac was requested to obtain any information that Dow may have on substitute chain terminator agents for vinyl polymerization, lie will forward this information, if available, to M.S.
