Bob Hayden, of this office, will follow this activity and provide timing in the near future. Jim Morgan of Haskell Laboratory has agreed with your TLV reccsnaendation of 6/12 flbers/al, etc., etc. This office has no reason to disagree with this position. However, before we adopt this as a new departmental standard, we would like to get Construction Division's concurrence to avoid future disagree ment and discussions. A copy of Morgan's November 25 letter on this subject has been forwarded to Hal Marden, the Construction Safety Superintendent, for consent. Our objective here is to get concurrence of Haskell, Construction Division, and any other department or group which has knowledge in this field, all toward the aim of adopting a standard that will be irrefutably used Company wide. The discontinuing of "Unibestos" is also of Canpany-wide concern. We would like to propose a program under which we first define the cost stake of using this insulation material vs. the most economical substitute. If there is no cost penalty, we may wish to consider dropping "Unibestos" Immediately. If there is a significant cost penalty, we perhaps should do more sampling either at your plant, the Engineering Test Center, or some suitable other location to get enough data to convince the vendor that he has a problem, then let him share most of the expense of the definitive and corrective program. A copy of your report has been sent to J. Roy Allen, ESD Thermal Insulation Consultant, for cements. Following are some consents on your operating and housekeeping recommendations contained in your report: Item 1 Insulation materials new in the Engineering Standards do not contain crocidolite asbestos. We have asked the Purchasing Department that new materials be checked to make sure they do not contain crocidolite asbestos. You and other plants, of course, should also check out any new materials not in the Standards that you propose to use. Item 3 Take samples with membrane filters - all concerned groups are in agreement with this. Item 4 Specify "Torrit" dust collector (consider for Engineering Standards). We have no basis on which to ccement on specific equipment. Our over-all goal is to meet the TLV and the necessary means to do so would be best determined by you. However, please keep us advised of specific equip ment, data,tests, etc., so that we can pass this information on to other plants. Item 5 &6 Same rationale as for Item 4. Item 7 Approved vacuum cleaners - does sampling show that existing vacuum cleaners are creating a problem? We would be inter ested in your investigation of existing and new equipment for dissemination to other plants. Item 9 Agree with your statement on proper ventilation of shops; however, your recommendation of monthly inspections and IBM reminders for exhaust systems should be your decision, based on the cost involved and whether you feel this is justified, as seme of these specific items should be continually checked by personnel performing and supervising the operations. Referring to our March, 1968 proposal, what is your feeling on the following: Should we allow spraying of asbestos-containing material (6 states now have a law against this). Have you considered vacuuming shipping boxes before opening com pletely and removing contents? e Concerning cements, these can be bought in small plastic bags (vs. 100 lb. sacks) which would allow you to wen down the con tents before dumping.
