(Copy attached). The asbestos NESHAPS applies to the following eleven types of manufacturing operations that use commercial asbestos (40 CFR Section 61.22(c)): (1) The manufacture of cloth, cord, wicks, tubing, tape, twine, rope, thread, yarn, roving, lap, or other textile materials. (2) The manufacture of cement products. (3) The manufacture of fireproofing and insulating materials. (4) The manufacture of friction products (including the manufacture of woven friction products from textiles containing commercial asbestos). (5) The manufacture of paper, millboard, and felt. (6) The manufacture of floor tile. (7) The manufacture of paints, coatings, caulks, adhesives, sealants. (8) The manufacture of plastics and rubber materials. (9) The manufacture of chlorine (via the diaphragm cell process). (10) The manufacture of shotgun shells. (11) The manufacture of asphalt concrete. The asbestos NESHAPS also applies to the following three types of fabricating operations that process a manufactured product containing commercial asbestos (40 CFR Section 61.22(h)): (1) The fabrication of cement building products. : UCC 025325 2 (2) The fabrication of friction products, except those operations that primarily install asbestos friction materials on motor vehicles (e.g., garages and service stations). (3) The fabrication of cement or silicate board for ventilation hoods; ovens; electrical panels; laboratory furniture; bulkheads, partitions and ceilings for marine construction; and flow control devices for the molten metal industry. The state manufacturing directory indicates that your plant contains one or more types of manufacturing and/or fabricating operations that could be subject to the asbestos NESHAPS vf they use commercial asbestos and/or a manufactured product containing commercial asbestos. Pursuant to our authority under Section 114 of the Clean Air Act, 42 U.S.C. Section 7414, we hereby request you to complete the attached one-page Air Pollutant Emissions Report. Please complete the entire form except for the last 5 lines (for EPA use only) and items 13, 14, 15, 17, 19, 20 and 21 marked N/A (not applicable). Include the report submittal date. If your plant does not contain any manufacturing or fabricating operations that use asbestos or asbestos products, leave item 18 blank, and sign and insert title under item 22a_. If your plant does contain one or more operations that use asbestos or asbestos products, fill in the type(s) of operations that use them under item 18 using the terminology in the above two lists, and sign and Insert title under item 22b. If you do not have enough space under item 18, you may use the reverse side of the form. Please submit the completed form in the enclosed addressed envelope to Ms. Patricia Krause, Air Compliance Section, Enforcement Division, U.S. EPA, Region V, 230 South Dearborn Street, Chicago, Illinois 60604, within 5 days of receiving this Tetter. If you have more than one plant, please complete and submit a separate form for each facility. You may copy the form, or obtain additional copies by contacting Ms. Krause at (312) 353-2090. Pursuant to regulations appearing at 40 CFR Section 2.100 et seq. (41 FR 26902), you are entitled to assert a business confidentiality claim covering any part of the submitted information which is not emission data or necessary to determine emission data. Failure to assert such a claim makes the submitted information available to the public without further notice.
