The following information was obtained verbally from Mr. Totoraitis unless otherwise noted.
Staff Interview: EPA inspectors arrived at the McCook, Illinois truck storage lot and upon driving the parking lot noted at least two heavy-duty trucks with the Night Dream Inc. logo. Inspectors then entered the office of Cub Terminal and inquired as to gaining access to the Night Dream vehicles. The receptionist informed EPA that only the owners of the trucks have keys and access to the vehicles. The receptionist provided a phone number (630-615-1510), but was unable to assist further. EPA inspectors then drove to the Plainfield address (an approximately 30-minute drive) listed online.
The Night Dream Inc. (administrative) offices were located in a small office building with no noted tractor trailers parked near or in the vicinity of the building. The office was a single room with four employees and EPA was greeted by Mr. Totoraitis. Mr. Totoraitis explained that his company currently includes 4 full time employees and 18 drivers on the road that are paid by the mile. He explained that Night Dream has a couple of lots where it stores its trucks, but all of its trucks are currently on the road and not available for inspection. EPA explained that it just observed two Night Dream trucks on a lot in McCook. He explained that most of the trucks are out of state. He stated that trucks which are no longer under warranty are generally repaired at Bens Truck and Auto Repair in McCook, Illinois.
Mr. Totoraitis explained that his company was started in 2006 with 1-2 trucks and now contains a fleet of approximately 20 vehicles. He explained that the trucks range in age from 2014 to 2020 and include Volvos, Peterbilts, Freightliners, and Internationals. When asked if Night Dream has disabled emission controls on any of its fleet vehicles or has any vehicles with disabled controls, Mr. Totoraitis stated that some of the trucks (the Fitzgerald) have gliders and hence do not have emission control system, but that none of the other trucks have any disabled emission controls. He further stated that none of the fleet vehicles have had any ECM modifications to his knowledge.
Mr. Totoraitis stated that only his drivers have keys and hence he is unable to provide access to any of the vehicles in his fleet.

EPA inspectors stated that it may follow-up this discussion with an information request and stressed the importance of truthfulness. It was also explained that a response to this request was not optional and failure to respond could also provoke an enforcement response.
