Washington, D.C. 20001-1564 Re: Request for Instituting Proceeding to Consider Standard for Rail Tank Cars in VCM Service Dear Mr. Kinnecom: Attached please find a letter revising CMA's June 30, 1995 letter on this issue. This revision merely clarifies that the proposed standard would apply to newly constructed rail cars. Additionally, we have received your facsimile of June 30, 1995, and discussed the impact of Paragraph 2.1.11 of M-1002, Specifications for Tank Cars, which references CGA Pamphlet P-101980. While the Compressed Gas Association's recommendation contained in this paragraph is helpful, the Vinyl Chloride Panel is concerned because it is a recommendation rather than a standard. Additionally, there is some concern as to whether this recommendation is out of date. To ensure that all of the concerns are addressed, and that the intent of the Compressed Gas Association's standard is preserved, we will be coordinating with the Compressed Gas Association on this matter.
