On T uesday, June 13, 1978, the w rite r in v estig ated em ployee exposure to asb esto s. Ralph Olson, Employment Supervisor, participated in the , investigation. The a tm o sp h ere in the w ork statio n of one em ployee was above the 8 -hour p erm issib le exposure lim it during the sampling period, however, the tim ew eighted a v e ra g e co n cen tratio n was w ithin the OSHA P e rm iss ib le E xposure L im it. In addition, the employee was w earing a re sp ira to r, which reduced his actual exposure considerably. Several other employees were exposed to m easu rab le am ounts of asb esto s. Di L ucia w ere exposed to m e a s u ra b le am ount of a sb e sto s: however, they are already receiving annual asbestos physical examinations fro m a p re v io u s exp o su re (see re p o r t of J a n u a ry 16, 1978). E xcessive loose asbestos dust on b rake pads continues to be a problem . Incoming ship m en ts of pads should be inspected by the forem an of D epart m ent 9847 or the safety a d m in istrato r, and a w ritten re c o rd retained. This is especially im portant until engineering controls are provided at the unload operation. E xcessively dusty shipm ents should be refused and returned to the vendor. C hem ical D ivision h as b een rem in d ed of the need fo r b e tte r cleaning and inspection of th eir brake pads. Pads which a re not visibly d irty a re s till capable of producing dust. Engi neering m ethods a re recom m ended to reduce airborne dust levels. It is recom m ended that downdraft table combined with a W ork-O-M atic bin be installed for the brake pad unloading and stacking operations. This has the potential for reducing m anpower and should be review ed by Industrial Engineering. A sim ilar system is in use for the "pad only inspection station" at Chem ical Division. Plans a re not available for the system , however, Chem ical D ivision has agreed to forw ard a picture of the system . The downdraft table should have an exhaust volum e of 2000 cfm . A review of this re p o rt and previous re p o rts shows th at the airb o rn e dust concentration near M r. T. Randall a re much higher than com parable con centration n ear other w orkers performing the sam e task on the other line or in the sam e location on other shifts. This suggests that M r. R andall's jr. work habits a re p artially to blam e fo r the high concentration. A ll w orkers handling brake pads, in p articu lar M r. Randall, should be instructed in proper m ethods for handling asb esto s products to avoid creating dust. If this does not resu lt in lower dust levels at M r. R andall's work station, he should be changed to another job to protect both his health and the health of those w orking n ear him . Because the exposure levels are within the P erm issible Exposure lim it, re sp ira to rs a re not required in D epartm ent 9847. However, Industrial Hygiene recom m ends that re s p ira to rs should continue to be available for all w orkers involved in unloading and stacking of brakes or working in the first two brake assem bly positions and th e ir use encouraged.
