This was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1420537) which was received by EPA Region 6. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. CapturePoint, LLC representative, Talia Clark, participated during the inspection. There was no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the CapturePoint, LLC North Burbank Unit 83 Battery, where NBU well 92-2 released oil into a nearby, unnamed tributary of Salt Creek. Section II - OBSERVATIONS I observed the well location for well 92-2. At the time of the inspection, the well had been plugged and restored. See photo No. 1 and 2, Appendix 1 (photo log). For additional GPS location information and photo metadata, see the attached photo log. I observed the restored portion of the impacted tributary. See photo No. 3 and 5. I observed a TDS field reading of 384.2 mg/L in the main channel of the impacted tributary. See photo No. 4.
