Mr. Jimmy R. Newton, LaRay Oil, LLC; represented the facility at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the LaRay Oil, LLC / Thompson #1 SWD, which contains one (1) storage tank and one (1) saltwater disposal (SWD) well. Section II - OBSERVATIONS I observed a storage tank and a saltwater disposal (SWD) well belonging to LaRay Oil, LLC; see Appendix 1 (Photographs Log), Photo No. 1 and No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed the pump for the SWD well; the pump had an active leak; see Photo No. 3. I observed the drainage area and a sump pump that had been installed prior to the inspection, see Photo No. 4 through No. 6. I observed the drainpipe for secondary containment with the shutoff valve removed and the cap bonded to the pipe, see Photo No. 7 and No. 8. I observed the drainage area associated with the facility; the channel from the drainpipe had been filled with soil prior to the inspection; see Photo No. 9 through No. 12. A Total Dissolved Solids (TDS) reading of about 300 mg/l was taken upstream of the facility confluence, see Photo No. 11 of the area sampled. A TDS reading of about 6,000 mg/l was taken in a deep pool adjacent to the facility, see Photo No. 10 of the area sampled. A TDS reading of about 475 mg/l was taken downstream of the deep pool adjacent to the facility, see Photo No. 12 of the area sampled. 2 LaRay Oil, LLC / Thompson #1 SWD (ARU002232 / CWA) Inspection Date 04/04/2024 The following stratified TDS readings were taken in the deep pool adjacent to the facility: surface at about 400 mg/l, mid-level at about 1,500 mg/l, and bottom at about 5,500 mg/l, see Photo No. 10 through No. 12 of the areas sampled. All TDS field readings observed throughout the inspection were taken with a properly calibrated, EPAissued, YSI Pro30 Conductivity/TDS/Salinity/Temperature Meter (#Y60530). Section III - AREAS OF CONCERN A closing conference was held with Mr. Jimmy R. Newton, LaRay Oil, LLC; to discuss the findings of the inspection. Areas of concern at the time of the inspection include the active leak at the pump for the SWD well and the elevated TDS readings in the pool adjacent to the facility drainpipe area. Mr. Newton indicated, during the inspection, that he had parts ordered to fix the SWD well pump at the facility. Additionally, Mr. Newton indicated that he would have the pool next to the facility pumped to the SWD system. Mr. Newton was advised to document all his repairs; to include invoices, work hours, photographs, etc. Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representative(s) over the coming weeks and months to ensure areas of concern are properly addressed. A follow-up inspection will be conducted 5/10/24.
