Ha:s Shah will check with OHM to determine if the circles on the VCNet transbiration map include engineering centers as well as emergency response team :s. The circles that include only engineering centers, but not the response tejams, will be removed from the map. 3.0 Review of the Draft Vinyl Chloride Incident Scenario for Presentation at the CHLOREP Workshop Dr. Shah informed the Panel that he had nof received any comments. Dr. Shah urged the Panel to send comments to him bei:fore September 24,1996. Gerry Jordan mentioned that there will be four breakout sessions with 25 to 30 people at each session at the CHLOREP workshop. Mr. Jordan recommended that Panel members and CMA staff assist with coordination at each breakout. Robert Venezia_wiH send Mr, Iordan language on Acute Exposure Guideline Levels for vinvl chloride explaining that they pertain_to. acute exposures, rather than chronic exposures. 4.0 Review of the Vinyl Chloride Safety Awareness Training Manual The Panel reviewed the section on properties and toxicology of vinyl chloride and recommended changes. Carol Toth will revise the chapter based on the Panel discussion. Frank Rowland will send his information by the end of the month. 5.0 Discussion of the VCNet Drill Results Dr. Shah reported that the company and the OHM Corporation responses to the drill were excellent. However, the responses from EMTECH and Emergency Response Specialists were unacceptable. Dr. Venezia will discuss the responses with EMTECH and ERS and attempt to remedy any problems. 6.0 Discussion of the Draft Vinyl Chloride Video Script Ms. Toth reviewed the draft page by page and gathered comments from the Panel. The Panel recommended that Steve Russell review the CHLOREP C-Kit video to gain additional perspective before further review of the draft video script. 7.0 Status of AAR Activities on the Design of New Vinyl Chloride Rail Cars Frank Principi informed the Panel that AAR has reviewed the CMA proposal for recommended design of new chloride rail cars and has suggested that the proposal be revised to make it more performance oriented. Mr. Principi also suggested providing drawings for 20-inch and 22-inch manway covers. Mr. Iordan will work with Curt Cooper to revise the original proposal and supply drawings of the 20-inch and 22-inch manway covers to Dr. Shah for submission to AAR by the end of September. 8.0 Status of Compilation of Information on Vinyl Chloride Rail Cars in Use George Marshall told the Panel that he needs information from Geon, Formosa and Georgia Gulf before the end of 1996. 9.0 Status of Petition for Reconsideration of Transportation of Hazardous Materials by Rail: Miscellaneous Amendments; Docket HM-216 Carol Toth believes that DOT probably will enforce the new rule at the beginning of next year. Comments are due by September 17,1996. 11.0 Discussion of the U.S. Coast Guard Notice Waterfront Facilities: Marine Transportation Related Pipeline Testing The Panel discussed pipeline testing. They will send comments to Dr. Shah by September 17,1996. Ms. Toth will incorporate these comments into the draft comments she and Mr. Principi have prepa:led on the same issue for CMA 12.0 Discussion of RSPA, DOT ANPRM on Ap>licability of the Hazardous Materials Regulations to Loading, Unloadihg and Storage Comments are due by November 30,1996. 13r. Shah will follow up with Mr. Principi on this issue. 13.0 Status of Comments on the Draft ATSDR oxicological Profile for Vinyl Chloride Production, Import, Use and Dishosal Dr. Shah reported that several companies provided corrections. Dr. Shah urged the remaining Panel members to review the information on their companies and submit any changes to Dr. Venezia. 14.0 Update on CMA Activities with Regard to (he Oil Pollution Act of 1990 Mr. Principi briefed the Panel on his comme;ipts to the U.S. Coast Guard. 15.0 Discussion of Reportable Quantity (RQ) fob Vinyl Chloride Dr. Shah reports that several companies havi? raised concern about the one pound RQ for vinyl chloride. The CMA Viny1 Chloride Health Committee and the Vinyl Institute are exploring feasibility ol petitioning EPA for reconsideration of the RQ.. 16.0 Development of the 1997 Budget and Discussion of the Cost-Sharing Formula Dr. Shah anticipates a surplus of $40,000 by tjhe end of this year and recommended that the Panel commit an additional $85,000 for next year for administrative, legal, consultant, and video p reduction services. The Panel approved a cost-sharing formula b.ased on the amount of vinyl chloride leaving a plant by rail and marine tr insportation (pipeline excluded). Each company should submit 1995 amounts :o Dr. Shah by October 15,1996.
