Words of welcome were addressed to Mr. Poirier, the new Works Manager at Flintkote Mines, and Mr.Foster, the new chairman of the Uniform Classification and Grading Committee. The President was also pleased to note the presence of Mr. Main'at this regular meeting of the Association. Technical Committee The chairman reported on the 43rd meeting of his committee held September 14th, 1965, as follows: Rapid Surface Area Test - Procedure approved in principle, with certain revisions. To be submitted to A.S.T.M. Committee D-30, if approved by Association. /2 Oil Absorption A procedure for the penetration index test is under study by a sub-committee. Accelerated Strength Unit Test - The work is presently in abeyance pending exploration of other approaches towards a more rapid prediction of S.U. values. Filteration of AC Silica Mixes - It is proposed to transfer some of the test work from Asarco Research Center to the Thetford area. More suitable and reliable equipment to be investigated. ~jrH-fibre Strength Unit Test - A revised procedure has been ted to meet requirements of new machine (Model 203-C " ' classifier) as well as those of previous models. It is hoped that the new procedure can be forwarded in time to meet the deadline of the ATI Rublication Committee. At the request of the chairman of the committee, approval of the above test procedures by Board of Directors was moved and seconded. Carried. Manual of Testing Procedures - Text expected to go to press within the next two weeks. An invitation has been received from the Department of Mines and Technical Surveys to hold the next meeting of the committee in Ottawa. This next meeting is scheduled for November 16th. /3 Uniform Classification and Grading Committee The neui chairman submitted a comprehensive report. He stated that collection of samples was proceeding normally and asked that companies send an extra copy of their shipping test reports to the new chairman; he also requested a copy of the minutes of QAMA meetings. The, results of the round robin * S trength Uinit T est will not ,be available until late October; correlation to be established with the Sherbrooke Laboratory. During a visit of Mr. Winer of Ottawa to Thetford Mines, the chairman of the committee gathered that Mr. Winer and an assistant are presently working on the following: a) Relations of thermal luminescence to harshness and tensile strength; b) Automated length measurement. In line with the resolution passed at the Keltic Lodge meeting proposing that the number of QAMA recognized tests be increased, * the committee submitted the following wording: " It is resolved that the following be adopted as standard tests of the Quebec Asbestos Mining Association for the classification and grading of chrysotile asbestos fibre:- 1. Quebec Standard Asbestos Test; 2. Asbestos Fibre Strength Unit Test; 3. Bauer-McNett Classification for Asbestos Fibre ; 4. Colour Test for Asbestos Fibre . These tests are to be performed according to the methods approved as Quebec Asbestos Mining Association Standard Tests. " ADOPTED It is to be noted that no reference is intentionally made in the resolution to the Manual of Testing Procedures. Accccordingly, the next move is to establish a modus operandi, such as correlation of SU method of checking records, of taking samples by inspector, etc. It is submitted that the Technical Committee and Uniform Classification and Grading Committee study the matter with dispatch and make their recommendations as soon as possible. The Government to be informed only when the procedure is completely defined. From discussions with Mr. Par, the chairman gathered that the latter was dissatified with the "statu quo" at the Sherbrooke Laboratory. The University would like to see more research being carried out in the Laboratory. /5 Mr. Pare also contends that, according to the Sherbrooke University salary scale for assistant professors, he should be given a raise of $600 instead of $300; he should also be allowed to take on consulting work during summer and spend more time lecturing during the school year. It would seem that Mr. Pare will very likely quit his present function with the Association once his contract is terminated. Obviously, if a new person were hired, the latter would have to be acceptable to the University; his contract should also allow for a certain time devoted to teaching. It was moved and seconded that Mr. Pare's salary be increased by another $300. Adopted. Authority was also given to Mr. Pare to attend the A.S.T.M. meeting on October 19th to 21st in Philadelphia, and also,to award a prize of $50 to a summer student for his essay on asbestos in concrete. It was mentioned by the chairman that Mr. Pare received a request for drawings of the QS machine from the African Association of Mines. Eight copies were sent from Ottawa (NRC) at a charge of $80. Mr. Pare should check with the chairman of the UCGC or the General Manager of the Association in such cases. /6 Mr. Foster will investigate and report to Geo. Ul. Smith and Paul A. Filteau, For the sake of maintaining proper records, Mr. Par will be asked to make copies of the Sherbrooke Laboratory files and forward same to Quebec office. The fifth meeting of the Pan American Standard Association is to be held in Buenos Aires. This is an important meeting at which time ways and means of imposing tests are investigated. It is quite possible that some of the decisions could affect QAMA. It was explained that the normal vehicle of representation is the A.S.T.M. 0-30 committee. It is therefore moved that our representative on the US committee, J.R.M. Hutcheson, be delegated at an approximate cost of $,1,700. Adopted. Industrial Relations Committee The last meeting of the committee was held on August 24th, reported the chairman. The latter recommended that the salary of the Oust Control Engineer, M. Lachance, be increased from $725 to $750 per month as of September 1st. Adopted. It is proposed that the Association purchase a sound meter, which the Oust Control Engineer could use to sample the noise in certain working areas. In order to relieve the latter from part of his time spent on dust sample counting, a part-time female assistant would be needed at an expense of some $1,500 h per year. The matter needs further study. It may also be necessary before long to take dust samples around the mining towns. Traffic Committee The committee held a meeting in Montreal on September 15th. According to the chairman, tariffs for agreed charges for export will be amended as of November 1st, 1965, to exclude NHB surcharges which will not be paid directly by the shippers. In anticipation.of possible car shortage, later in the fall, the railroads have been warned so that sufficient supply can be provided; there might be, however, a shortage of diesel engines as a result of the peak grain movement at that time. A first meeting of the Canadian Lines Committee of the River Plate Conference was held recently to discuss general conditions, rates, etc. at which the QAMA was represented. As regards the restrictive trade practices report on the operation of Steamship Conference in Canada, it now appears that any legislation governing such operations will not be instituted by the Federal Government until such time as the Steamship Conferences and Canadian export shippers have explored ways and means of establishing equitable arrangements. Under the auspices of the Canadian Export Association, it is proposed to examine the possibility of setting up a Shippers Council, and it is expected that the Chairman of the Traffic Committee will represent the Association in any such arrangement. /B Ths Chairman of the Committee reported that he had received a telegram-from the Department of Trade and Commerce in which it uias advised that, as a result of the complaints raised by dock workers at the Port of London concerning the dusty conditions prevailing during the unloading of asbestos, the British ministry of Labour was conducting an investigation. An Ad Hoc Committee representing the asbestos consumers in the United Kingdom and Canadian asiestos. producers, had been formed in order that their views might be made known. In addition, Mr. K.V. Lindell accompanied by QAMA Counsel, recently made a special trip to London to investigate this problem and reported on his impressions. Actually the only port at which there is any difficulty at the moment, is London where stevedores will only unload asbestos at the rate of one ton per hour. It would appear, as a result of the study being conducted by the Ministry of Labour, that there will be a recommendation to improve the type of package; in this connection Mr. Lindell had pointed out that the asbestos producers are ready to supply asbestos in improved packaging at customers' request, and that primarily this problem ia a domestic consumers' problem and that they should be the people indicating the type of package they need. It had been generally agreed that a lined jute bag would probably be acceptable but would entail an additional cost of approximately $1.80 per ton. It was agreed that Mr. Lindell should represent the QAMA at any subsequent meeting of the Ad Hoc Committee with the Ministry of Labour, should such a meeting be requested. Legislation and Taxation Committee The three bills relative to the new Provincial Pension Plan have been assented to on July 15th, 1965. The first (13-14 Elizabeth II, Chapter 23) deals with the Charter of the Quebec Oeposit and Investment fund; the second (Chapter 24) describes the Quebec Pension Plan and the third (Chapter 25) refers to Supplemental or Private Pension Plans. The General Manager to forward copies to all members; it is expected that the;Government will release a paper bound book early in 1966. The meeting was advised that the federal Government had issued a new Labour Code for the Northwest Territory modeled on the federal Labour Code. Representations, if any, should be made to the Mining Association of Canada, to the attention of North west Territory Council. Public Relations Committee The chairman reported that Editas is presently preparing short TV spots on the asbestos industry. At the suggestion of the General Manager, it was agreed to verify whether or not additional copies of the Asbestos Products Handbook were needed by enguiring firstly with Johns-Manville and Atlas Asbestos as to their reguirements. Decision to be taken accordingly. i /10 Institute of Patholooical Research Committee The meeting was informed that, so far, twenty-one doctors had been invited to the symposium to be held in Antigua from November 21st to 27th. The name of the meeting (Symposium) has been changed to "STUDY CONFERENCE ON OCCUPATIONAL HEALTH AS RELATED TO ASBESTOS WORKERS". The approximate cost is estimated at $30,000; project approved. Copies of a proposal by Dr. MacDonald relative to an Epidemiological Study of Asbestos Workers were distributed to all members for their perusal. It was suggested to postpone discussion and decision till after Antigua meeting. International Samples of Asbestos Following the suggestion made to screen this proposal to the Institute of Pathological Research Committee, the chairman of the latter recommended that the procedure established by Dr. J.C. Gilson be adopted with, however, the addition of Cassiar fibre to the Asbestos and Thetford Mines fibres. Approved. - Mr. Lindell to reply to Dr. Gilson's letter, accepting the figure of $2,500 mentioned in his letter as the QAMA share of the estimated cost to process subject standard samples. /11 PQ '67 The General Manager reported that meetings had been held with architects and consultants of Expo '67 to discuss preliminaries and outline the wishes of the Association with respect to the general design of a plaza. A meeting is scheduled for October 7th, at which time a specific concept will be submitted by Expo for further discussion and improvement, as the case may be.
