Troy Stuckey Date 6ENFORM-019-8 (10/31/2019) 1 Section I - INTRODUCTION CEDEX, LLC Inspection Date 12/10/2024 PURPOSE OF THE INSPECTION I, EPA Region 6 inspector Lee McMillan and inspector Justin Mullenix arrived at Cedex, LLC at 10:00 AM on December 10, 2024. I arrived to conduct an unannounced for-cause pesticides inspection to investigate a product known as acetamiprid. Initially upon arrival I met with Alejandro Zarate of Zaraco Forwarding. I presented my credentials to Mr. Zarate and informed him that this was an EPA inspection to review the above product regarding compliance with the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). It was then determined that this location was renting space to Mr. Julian Bentley, the owner of Cedex, LLC who was not onsite at the time of the inspection. Mr. Bentley was contacted by telephone and we made arrangements to meet with him at an alternate location. FACILITY DESCRIPTION CEDEX, LLC is an import/export business founded in 2009. The company imports approximately 15,000 requests per month from Mexico. CEDEX transports merchandise in the USA (Laredo, Texas) and all over Mexico. Section II - OBSERVATIONS During the inspection, I looked around the location at the area being used by Cedex with the help of Mr. Zarate. There were no products of interest at the warehouse location at the time of the inspection. (See Appendix 1). At the time of the inspection there were no pesticide products on hand and no photos were taken. The tour concluded at 10:50 AM. Section III - AREAS OF CONCERN I met with Mr. Julian Bentley at an alternate location where we discussed the products. I presented my credentials and the Notice of Inspection. During our conversation it was determined that the product was imported into the U.S. for immediate export to Mexico on January 14, 2023. Mr. Bentley stated that this product was only shipped one time. I conducted closing conference with Mr. Bentley at 11:48 AM on December 10, 2024. I observed no areas of concern at the time of the inspection. We received the invoice for the shipment back to Mexico via email the same day. I concluded the inspection and exited the facility at 11:55 AM. Section IV - FOLLOW UP No additional information was received by EPA after exiting the Facility on December 10, 2024.
