BOX 471, TCXAB CITY, TEXAS 7759(1 bate November 6, 1974 subject VCM Exposure - Solvent Vinyl Resins Unit The addressees of this letter net on October 31 for a status report on VCM exposure reduction projects in the Texas City solvent vinyl resins unit as listed below. 1. Autoclave Agitator Mechanical Seals - Five sets of seals are due in midDecember. First set to be installed and operating by January 31, 1975. Responsibility - Brady, Payne, Phinney 2. Autoclave Dynatrols - Target date for total installation is end of 1974. Responsibility - Brady, Phinney, McKibben 3. Autoclave Sample Laboratory - Brick work to isolate laboratory from control room targeted for completion November 15. Exhaust hood due in December 11. Responsibility - Payne, Ross 4. Bldg. 117 Control Room Pressurization - No apparent progress. W. P. Reeves will look into. UCC 090951 2 5. Vinyl Chloride in Stripped Varnish - Data to date indicates that liquid to vapor (L/V) ratio and feed rate are important factors in residual VCM in stripped varnish. No. 4 stripping still that consistently runs at lower feed rates has extremely low (< 15 PPM) VCM in varnish. Tests are continuing to define operating condition in Nos. 1, 2 and 3 stripping stills that will provide the same performance. Responsibility - Herrington, Arnold. The Century portable analyzer will be made available to the solvent unit starting November 4 to zero in on the source of leaks that are causing the 3-5 PPM background in the area. Responsibility - Ross, Herrington, Dees . The range of the area VFA monitor will be reduced from 0-100 PPM to 0-25 PPM so that the low reading will be amplified. Also more monitoring in the resin precipitation, drying, clarification area will be undertaken to obtain a better understanding of the VCM concentrations in these areas. A 10-15 PPM test gas for the analyzer will be obtained. Responsibility - Brady. MEE/ebm M. E. Eisenhour ucc 090952
