PURCHASE SPECIFICATIONS OH SHERWIN-WILLIAMS MANUFACTURED FORMULAS PURPOSE: Occasionally, it is necessary to purchsse, from outside sources, varnishes and vehicles vhich normally are manufactured within the Sherwin-Williams Institution. Approval must he obtained from the General Purchasing Department and Cleveland Technical Service Department before any commitments are made and formulas released to outside producers. If necessary, Cleveland Technical Service will consult with either the vehicle control laboratory or the office of the Technical Director. PROCEDURE: 1. Specifications will be issued by Cleveland Technical Service on Form 28520, "Specification For Purchased Material." (See Attachment). This is the same form as used by the Purchasing Department for outside purchased raw materials. 2. The following statements must be included under the "General Description" caption of Form 28520: "This specification automatically becomes void one (I) year after its date. The Sherwin-Williams specifications for all raw materials used herein plus all test methods for both vehicle and its components are part of this specification." 3- Each specification should indicate that "Sherwin-Williams' test methods are identical with test methods for which a publication reference is given, unless specifically stated otherwise." Where such exceptions exist or where there is no published test method, Cleveland Technical Service will furnish either the exceptions or the full test methods. It is also recommended that a notation be made directing the producer to submit a preshipment sample to the purchasing plant for approval before shipment is made. 4. All routinely tested characteristics shown on Form 702b7> "Varnish Formula Record" shall be included on the front side of this specification. Additional required secondary characteristics and testing methods will be added, if necessary, after consultation with the laboratories controlling products using such purchased vehicles. R & P #113 Page 2 of 2 September 2, 1969 5. The back side of the specification will contain the formula ingredients in pounds, the applicable Ingredient names, as well as specification references for each material. Included will be a typical time-temperature log of the entire manufacturing procedure written b b clearly and completely as possible. 6.
