(FH) makes the fol lowing requests. 1. FII requests that Citation Number One, Item No. 1 and its proposed penalty be withdrawn. FH does not agree that the heat stress conditions cited create a risk of serious illness or injury. 2. FII requests that Citation Number One, Items 2A and 2B and the proposed penalty be withdrawn. The chloroform spill occurred when a technician who was not performing a regular assignment spilled a small quantity of the liquid while transferring it to a container suitable for use in the laboratory. This was an abnormal situation. No engineering controls apply as the condition resulted from a procedural lapse and is non-recurring in nature. No additional engineering controls are necessary. 3. FII requests the withdrawal of Citation Number Two, Item No. 1. FII does not agree that OSHA measurements show the accumulation of asbestos fibers is sufficient to cause an excessive concentration should dispersion occur. 4. FH requests the modification of Citation Number Two, Item No. 2, to reflect that only one oil lubricated compressor requires a high temperature or carbon monoxide alarm. The other compressor referred to by the inspector is a non-lubricated type.
