Dear Mr. Lohman:
At your request I send a hill for the reimbursement of the Laboratory for the cost of the analysis of the sample of rust and scale referred to in our exchange of correspondence.
However, I wish to point out to you that there is no need for your Company to pay this bill, unless for reasons of your own you prefer to do so. This Laboratory has been engaged in the study of the problems of industrial and public health relating to the distribution and use of leaded gasoline, under a blanket mandate from Ethyl Corporation, (and in certain somewhat more limited respects, from E. I. Du Pont de Nemours and Company), for many years. By agreement with the Univer sity, the cost of such work is borne by the industry, in this instance by Ethyl Corporation. I am sure that you are aware that I am the Medical Director of Ethyl Corporation, in which capacity I offer this service, although my primary responsi bility is to the University of Cincinnati as the Director of this Laboratory which, regardless of the source of its funds, acts in the public interest. I explain this somewhat unusual circumstance, which Is the result of the unique early history of Ethyl, in order that you may understand that your Company is not put under any obligation .of any kind through our efforts. If, however, for legal or other reasons you prefer to deal with the Laboratory in your own right, and for your own purposes, do not hesitate to follow your own wishes as would any other industrial organization.
