CPCIA membership is made up of ca. 30 associations which in turn represent ca. 2000 companies and is open to companies who manufacture in China, but membership rules are relaxing and Shell China Limited is currently applying for membership. CPCIA had previously requested a meeting with Shell to discuss REACH and this was the main focus of this discussion. Carol teleconferenced into the meeting and gave an excellent presentation on The Shell Chemicals approach to REACH Implementation - which was well received and there were many detailed questions and discussions. In addition to the REACh discussion - we took the opportunity to discuss some additional topics like Responsible Care (note: there will be a China RC workshop in Shanghai in October) and some SM specific industry networking activities which we are supporting. This initial engagement with CPCIA was seen as positive from all parties involved; and we shall continue the dialogue with them. Julian. One area that they emphasised was their concern and desire to learn more over REACh; and they requested Shell to hold an engagement session with them on this topic. They have received delegations from Europe in 2006, but felt that they had a lot of questions unanswered at the practical level. This provides a tremendous opportunity for Shell China Ltd to further develop and strengthen our network and relationship with CPCIA, which in turn - is in line with our Responsible Care plan for China. It will also provide an opportunity to understand better how the association work and in what other areas they would like support. This could then lead us to network with other MNCs in China for any subsequent meetings/topics. As such - Chen Jian has proposed a meeting with CPCIA staff during week of 26th February in Beijing. We do not intend this to be 'workshop', but frame it more as information sharing and Q&A session. Carol has also highlighted we must be clear that we shall present the Shell approach to REACh - and that other companies may be doing things differently. I propose that Chen Jian and I attend the meeting; and Carol has agreed to dial into the discussion and provide some appropriate material. Production volume, import/export volume, inventory etc. There are over 14 k chemical products are in the CPCIA list and there are over 800 hazardous chemicals are under DGMA. - CPCIA is looking for had a session with Shell on EU REACH legislation in Feb or March 2007. That CPCIA would be capable for helping the rest of the industrial associations under it ( as mentioned in report of Health, Safety, Security, and Environment Overview for the People's Republic of China) after the REACH legislation to be introduced in June. The session is preferred be held in Beijing if Shell would go ahead. 2. Shell China HSSE Manager Mr. Dong Bochang would suggest an engagement for all OS HSSE advisers meeting in Feb. and Chemical HSSE team is also invited. The detailed timing and topics (responsible carel PS and Chemical HSSE practice etc. ) are still need to be decided and the session could mostly be held in Beijing.
