Mr. J. H. Walton, Chairman of the Safety Committee, called the meeting to order at 8:30 a.m. Those in attendance were:

The minutes of the February 23, 1973 Safety Committee meeting were approved as recorded. Secretary Rogers read the Report of the Safety Committee Chairman which was printed in the Semi-Annual Report to the Membership.
1. INDUSTRIAL SAFETY MANUAL
"Industrial Safety Manual," Second Edition, was reviewed by the Committee. Mr. M. ii. Drenner reported that, of 1500 manuals originally printed, 540 copies remain in stock. A total of 662 copies of the manual were distributed since the last meeting. Chairman Walton encouraged all member companies to use this valuable manual, anci asked Mr. Brenner to prepare a report listing the distribution of copier, purchased to date.
The Committee discussed the format of the manual and directed that the manual be changed to a loose leaf format when it is reprinted to accommodate anticipated changes and additions to the manual. This
subject was carried on the agenda for future committee review.
2. SAFETY BULLETIN AND FLEET SAFETY NEWSLETTER
Mr. ti. II. Drenner reviewed both publications, noting the present format ar.d the lack of articles submitted by plant personnel and committee members. It was noted that the recommendations made at

rate contiqiedto climb during the first six months ot wu ^ disabling injuries per million man-hours, as compared to a rate of 4.94 established in 1972. This subject was carried on the agenda.
6. FLEET STATISTICAL PROGRAM
It was the general consensus of the Committee that fleet statistical information was not readily available within the member companies, and that each company collected this data by different procedures and for these reasons, the Committee could not develop a common base from which to gather data for an Association Fleet Statistical Program. On motion made and unanimously carried this subject was dropped from the agenda.
7. INDUSTRIAL HYGIENE
The Committee reviewed field testing of joint treatment . compound in relation to asbestos dust regulations, currently being conducted in Denver, Colorado. Following a discussion of the abestos regulations, the Secretary was directed to develop guidelines covering the health and safety regulations relative to the manufacture of joint treatment compound. Mr. Cornell was asked to assist Messrs. Rogers and Brenner in preparation of this safety checklist. This subject was carried on the agenda.
8. FEDERAL LEGISLATION
The Secretary reviewed current legislation before Congress which proposes the transfer of mine safety regulation from the Depart ment of the Interior (Bureau of Mines) to the Department of Labor (OSHA). Mr. Rogers noted that of primary industry concern is the final regulations that would result from such a transfer, namely the proposed union of coal, and non-coal mine safety standards. He reported that a M S M Committee task force has been assigned to follow this activity and develop an industry position to this proposed legislation when public hearings are scheduled.
The Committee discussed the proposed federal compensation program with reference to the recent report of the "National Commission on Workmen's Compensation." On motion made and unanimously approved the Chairman was directed to request that the Board frame a policy relative to future Association activity regarding the federalization of Workmen's Compensation and to encourage the continuance of State control. This subject was carried on the agenda.
9. SAFETY SEMINAR
The Secretary reported on the scheduled Seminar program to be presented the next day. He noted that Mr. Jack Ruble of the area
