On November 14, 1965, I attended the Second meeting of the subject Council In the Flir.tkote Board Boon, 201 E. 42nd St., Kev York City. Hearly all centers had tvo representatives. Attached is a copy of the Agenda. The By-Lavs were approved. See attached. .The Treasury has S500 at Banker*s Trust. Most tine vas spent on the proposed Safety Manual. A Hough Draft copy vas prepared and given to all by Johns-Kanville. It vas unanimously rejected in its present forn being too broad, too general and in general a vhitevash as to the hazards of asbestos. A Committee vill be forned to vrite booklets covering each specific use of asbestos. If you are asked, I recommend you agree to participate since these booklets vill be geared for contractors and specifically, aimed at Product Liability. A second Committee vill be formed to handle In-Plant Environment. This vill be an exchange of information'and act to assist all members vith In-plant problems. If asked, I plan to participate. Cost of the proposed manuals will be by special assessment. Future lunches vill be Dutch Treat. 'Using " TJegiigence as the basis, J.M. is being sued under connon lav even though there have been Workmen's Compensation settleaent. In most cases, men are claiming exposure prior to there being anything in Workmen's Compensation Acts covering such occupational injuries. Cases are being handled in Federal Court. Courts have been ruling the injured need name only one Manufacturer that offered toxic dust or fume exposure. It is up to that Manufacturer to join any other Manufacturers or Suppliers. 2) The A.C.G.I.H. has lowered the Asbestos T.L.V. from 5 n.p.p.c.f. to 2 n.p.p.c.f. which is 12 fibers per cubic centimeter of air. The British allow a maximum of 4 fibers per cubic centimeter of air. These are all in-plant T.L.V.s. 3) J.M. has formed a Corporation Health Task Force including their President, Public Relations, etc. J.K. has 4 hygiene labs and 16 Industrial Hygienists. In problem dust areas, dust samples are taken Monthly to Quarterly. In all other areas, Annual studies are performed. J.M. has prepared their own Health Standards and they have agreed to send samples to each Council Member. 4) J.M. is now labeling all bags of asbestos as shown on the attached. 3G-30
